The Vendor is required to provide investment management and advisory services for approximately $385 million in investment portfolio.
- Deliver services that may include:
• Investment strategies: develop and implement sound investment strategies to maximize the portfolio’s performance while adhering to the city’s investment policy and state codes.
• Portfolio management: assume full management of the city’s investment portfolio, with full discretion to execute necessary trades to meet the investment objectives of safety, liquidity, and yield.
• Provide trade confirmations, including details such as the security’s par value, traded amount, maturity, coupon yield, and market comparison, to designated city staff within 24 hours of each trade.
• Market research: conduct technical and fundamental market research, including yield curve analysis.
• Consultant must keep the city informed of changing economic conditions through emails, weekly and/or monthly reports.
• Cash flow analysis: assist the city with cash flow and maturity analysis.
• Credit analysis: provide credit analysis of the investment instruments within the portfolio.
• Meetings: attend virtual monthly and/or quarterly meetings with city staff and, as needed, with elected or appointed city officials; in-person meetings might be required occasionally.
• Risk management: evaluate market risk and develop strategies to minimize its impact on the portfolio.
• Compliance: ensure the portfolio complies with applicable policies and laws.
• Performance benchmarking: establish appropriate performance benchmarks and include them in reporting requirements.
• Policy review: conduct an annual review of the city’s investment policy and recommend amendments as needed.
• Creditworthiness monitoring: monitor the creditworthiness of financial institutions and investments within the portfolio.
• Online access: provide authorized city staff with online access to view the city’s current investment account.
• Audit support: assist with inquiries and reporting requirements related to the city’s annual financial audit.
• Coordinate with custodian: consultant will coordinate with the city’s third party custodian for safekeeping of securities and to settle trades.
