The Vendor is required to provide comprehensive investment advisory and portfolio accounting services.
- Investment adviser will include:
• Review agency current investment program and provide recommendations regarding agency investment policy, liquidity management, how to achieve agency investment objectives, and the selection of an appropriate performance benchmark.
• Assist in developing and implementing investment strategies that will enhance portfolio performance under current and anticipated changes in market conditions within the parameters of established investment policies and cash flow needs, including the management of bond proceeds to project plans.
• Provide credit and risk management analysis of investment instruments to be used in the portfolio.
• Manage on a daily basis agency investment portfolio(s) pursuant to the state revised statues, agency investment policy, and stated investment objectives.
• Place all orders for the purchase and sale of securities, communicate settlement information to agency staff, and coordinate security settlement with agency custodian.
• Provide agency with investment reports that shall include, but not be limited to the following:
• Monthly statements with all the information required by the state revised statute and board.
• These reports must include detailed portfolio holdings including accrued interest, amortized cost, market values, and security rating transaction details, principal and interest payments, earnings, and portfolio summary statistics.
• Provide quarterly investment reports including a description of market conditions, investment strategies employed, performance, and suggested changes to investment strategy.
