The Vendor is required to provide identified the need to utilize outside expertise related to the management of the City’s investment portfolio.
- Portfolio Management:
• Provide full-time, discretionary investment advisory services.
• Comply with all federal and state laws as well as ordinances, resolutions and policies of the city relating to the investment of public funds.
• Provide assistance in developing and implementing investment strategies that will maintain or enhance the portfolio quality and performance within the parameters of the city’s investment policy and cash flow needs, taking into account the primary objective of the preservation of principal.
• Assist in the city’s annual review of the investment policy and recommend appropriate amendments.
• Annually perform due diligence reviews of current and proposed broker/dealers and financial institutions.
• Provide city staff with investment training and technical advice as needed.
• Provide monthly invoices
- Communication:
• Conduct meetings, at least quarterly, with city staff to discuss the portfolio performance, strategy and other issues that could impact the portfolio.
• Be available in a timely manner, in person, by telephone, fax or e-mail, for consultation or advice.
• Meet with and provide information to city finance staff, and if requested to other interested parties such as the finance sub-committee, the city council and senior management to review and refine portfolio strategy and performance.
- Provide detailed reports monthly which include
• Detailed holdings
• Transaction/Activity detail
• Amortization/Accretion
• Any information required by regulatory organizations.
- Online reporting tools which can be accessed on demand.
- Contract Period/Term: 5 years
