The Vendor is required to provide to identify and select the banking institution that can offer and provide the highest quality services at the lowest cost to our organization and the taxpayers of county.
- Daily deposits may be made to any or all of these accounts, Incoming and outgoing wires and book transfers are common in all the accounts listed.
- Operating Account (Checking Acct) – maintained for deposits and disbursements.
- Most used account, all funds deposited from the civil and real estate sections of the Office.
- The number of items deposited averages 55-100 remotely deposited checks per day and daily cash teller deposits (average $1000.00/month. 2 to 3 deposits per week).
- Approximately 3000 checks issued in calendar year.
- ACH received from Value pay (E-file: Visa/MC/Amex) Bid4Assets monthly.
- Credit cards accepted for payment; funds remitted through merchant services to this account.
- ACH received monthly from Permitium, transferred to Operating Acct.
- The County Treasurer reimburses by ACH (for any check reimbursements) and a check which is then cashed weekly to replenish funds.
- Merchant bankcard services offered and provide a cost estimate for credit card payment processing based on the volumes supplied, including one-time set-up and equipment fees.
- Banking institutions to provide the various core banking services, including checking accounts; account reconciliation services; account analysis reports; wire transfers; on-line banking services; credit cards/merchant card services.
- Office utilizes interest-bearing checking accounts for the deposits of monies collected and for vendor payments, and various disbursements.
- They are remotely deposited into the depository account each afternoon.
- The bank will receive and guarantee immediate credit on all incoming wires on the same day.
- Provide us with your check-clearing method and policy to identify the time it will take for the deposited funds to become collected and available for investment.
- Execution of Transactions:
• Transfers between accounts
• Initiation of stop payment orders
• Initiation of ACH transactions; recurring/repetitive/future ACH debit (collection) or credit (direct deposit) transactions
• Stale-dating of checks
• Other services such as EDI, remote collection, controlled disbursement
• Confirmations availability and format
- Internal Controls:
• Online cleared check information/images
• Multi-level security administration requirements
• Training of government’s system administrator for managing access.
- The bank shall provide online account balance and activity information for all Office bank accounts, to include:
• Daily balance reporting - summary
• Daily balance reporting - detail (with check detail and images)
• Daily ACH and wire with full Addenda information
• Current day reporting (all transactions)
• Intra-day reporting (real time or delayed), optional
• Reporting on returned deposits, returned ACHs, returned wires and Notification of Charges (NOCs)
• View statements online with an ability to view history for at least a twelve-month period.
