The Vendor is required to provide independent investment consulting and advisory services for the program.
- Provide objective analysis, performance evaluation, investment policy guidance, and strategic recommendations to help ensure the continued success and competitiveness of the program.
- Provide names and phone numbers of three references, preferably state governments who are currently using the service requested. Select a mix of longstanding and recent customers.
- Provide a statement documenting all open or pending litigation initiated by Proposer or where Proposer is a defendant or party in any litigation with a public sector client.
- Provide an affirmative statement that the firm and all assigned key professional staff are properly registered or licensed to provide investment consulting and advisory, together with a copy of both parts of your most recent Form ADV as currently on file with the Securities and Exchange Commission.
- Financial services will be performed:
• Evaluate and recommend investment structures, including the review of the Age-Based Portfolios’ construction and glide path design.
• Review the Investment Policy Statement and recommend amendments when appropriate.
• Monitor and report on investment performance and risk metrics.
• Assist in the selection and ongoing evaluation of investment managers and underlying funds.
• Provide benchmarking and peer comparison analysis to assess relative performance.
• Review fees and identify opportunities for cost optimization.
• Advice on governance, compliance, and fiduciary best practices.
• Deliver periodic educational presentations on 529 plans to the Commission upon request.
- Support in monitoring and evaluating investment options and program manager recommendations.
- Review of relevant research and analysis, as needed.
- Monitoring of portfolios and underlying fund performance.
- Assistance in assessing investment options and recommendations made by the Program Manager
- Evaluation of performance relative to industry benchmarks and peer programs.
