The Vendor is required to provide investment advisory services.
- The City has a general fund, special revenue funds, debt service funds, capital project funds, special assessments, and trust funds.
- The city provides services including public safety (Police) and public works, recreational and cultural activities, public improvements, zoning, and general administrative services.
- Services may include but are not limited to:
• Full-time non-discretionary management of the city’s investment portfolio under advisement.
• Comply with all federal and state laws and ordinances, resolutions, and city policies.
• Assist in developing and implementing investment strategies and city policies to maintain or enhance portfolio quality and performance within the parameters of the city’s established investment policies and cash flow requirements, considering preservation of principal.
• Assure coordination of investment trades, security delivery, fund availability, trade settlement assistance, market research, and yield curve analysis.
• Perform due diligence reviews of brokers, financial institutions, and monitor creditworthiness.
• Report on investment portfolio activity and performance, including earnings and accounting methodology, following GAAP and GASB true-value reporting.
• Serve as a general resource to the city staff for information, advice and training regarding
• Fixed-income securities, investments, and treasury operations.
• Provide objective third-party advice and counsel to the finance director or designee that will enable the finance director or designee to make well-informed recommendations regarding the investment of the city’s operating portfolio; and
• Assist in risk control to ensure the ongoing safety of the city’s assets unrelated to market risk.
• Work with the city staff to develop cash flow projections to ensure that the investment strategy is consistent with the city’s liquidity requirements and provide recommendations of change.
• Provide monthly statements on investment activity, earnings, and the value of the investment portfolio. These reports must include a mark to market valuation as required

• Investments and compliance with applicable investment policies of the city and federal/state statutes.
• Provide quarterly, or more often as requested, investment reports including a description of market conditions, investment strategies employed performance, and suggested changes to investment strategy. The performance numbers shall be presented as required.
• Present to city staff, leadership team, City Council, and other committees and advisory boards as directed.
