The Vendor is required to provide community-based initiatives intended to benefit low-income community’s services.
- Services
• The financial condition of each bidder will be assessed, including financial solvency, fiscal capacity, and evaluation of prior audits or financial reviews.
• Community-based organizations are eligible to submit a proposal. A community-based organization is defined as: public or private company, corporation, Limited Liability Company, neighborhood group, organization, or partnership that provides educational, vocational education or rehabilitation, job training, health, or social services to individuals in designated low-income communities.
• Further, bidders must be in compliance with the laws regarding conducting business in the state and shall provide a "certificate of status" from the department assessments and taxation, evidencing that the business entity is in "good standing" with the state.
• An organization will not be considered if it has been debarred, suspended, or otherwise excluded from or ineligible to apply for federal, state, or local funds; and/or at the discretion of the county local management board, or county Government if there is good and just cause.
- Programs/services under this fund can include mental health and harm reduction, education and afterschool programs, housing and unhoused prevention services, reentry and reintegration, adult professional development, entrepreneurship and economic development, non-profit training and management to support agency community leaders, and workforce development and training to individuals who reside in the identified low-income and/or disproportionately impacted communities within County.
- Money may not be expended from the fund for law-enforcement agencies or activities. Additionally, money expended from this fund is supplemental to and may not supplant funding that otherwise would be appropriated for preexisting local government programs.
- Collaboration with community partners and established linkages to education, workforce development, health or social services to meet immediate and long-term needs.
- Utilization of promising practices, best practices and/or evidence-based practices demonstrating that the program and/or strategy has verifiable outcomes.
