Investment Tax Credit Services

The Vendor is required to provide federal energy tax credit advisory and technical consulting services in connection with the fire station geothermal project and other current or future city clean energy investments.
- Requirement:
1. Identification and structuring of tax credit opportunities
•    Review proposed and active city-supported geothermal, EV, and other credit-eligible projects; 
•    Identify potential federal investment tax credit opportunities, including base credits and applicable bonus credits; 
•    Evaluate eligibility considerations, including project ownership, placed-in-service timing, technology qualification, and program structure;
•    Assess alternative credit pathways or elections, where applicable; 
•    Provide preliminary estimates of potential credit value and high-level financial impacts; 
•    Advise the city on project structuring considerations to preserve or enhance eligibility. 
•    Deliverable is expected to include an investment tax credit (ITC) opportunity assessment memorandum summarizing eligible projects, applicable credits, key assumptions, risks, and estimated ranges of potential benefit.
2. Technical consulting, compliance, and credit support
•    Detailed ITC eligibility analysis under applicable internal revenue code provisions;
•    Technical review of geothermal, EV, and other applicable systems to confirm qualification criteria;
•    Analysis of bonus credit eligibility, including prevailing wage and apprenticeship, domestic content, energy community, or other applicable provisions;
•    Prevailing wage and apprenticeship monitoring and reporting;
•    Guidance on documentation, substantiation, and recordkeeping requirements;
•    Support related to project “placed in service” determinations and timing considerations;
•    Coordination with city staff, third party engineers, contractors, and other advisors as needed;
•    Assistance with required IRS pre-filing registrations;
•    Preparation of required federal tax return filings associated with claiming credits;
•    Audit-ready technical memoranda supporting claimed tax credit positions.
