The Vendor is required to provide for banking, investments and OPEB trust administration services, for an initial period of three years.
- Trust Administration & Regulatory Compliance
• Maintain all trust documents, records, and governing instruments.
• Ensure compliance with applicable federal requirements, including HUD regulations, IRS rules, and relevant state laws.
• Support adherence to fiduciary standards and public sector governance practices.
- Financial Management & Reporting
• Record and reconcile all trust contributions, expenditures, and investment activity.
• Maintain accurate accounting records in accordance with governmental accounting standards.
- Investment Oversight Coordination
• Serve as the agency investment advisor and custodian.
• Monitor asset allocation and performance reporting relative to investment policies.
• Facilitate transactions, rebalancing, and funding in accordance with Board-approved strategies.
- Benefit Payment Administration
• Process authorized OPEB-related disbursements (e.g., retiree healthcare premiums) in accordance with plan provisions.
- HUD & MHA Reporting Support
• Support documentation needed for compliance reviews and audits.
- Governance & Board Support
• Support the agency Board of Commissioners or Trustees with meeting materials and reporting.
• Maintain policies, procedures, and internal controls consistent with public sector requirements.
• Attend meetings and provide administrative support as requested.
• Services shall be performed in accordance with agreed service levels, applicable regulatory requirements, and fiduciary responsibilities to the Trust and its beneficiaries.
