The Vendor is required to provide comprehensive, discretionary, professional investment management services for agency assets totaling up to $40 million as of April 24, 2026, and other related services (the "Services")
- Portfolio & Asset Management
• Provide full-time discretionary management of BBP's investment portfolio consistent with BBP's approved investment objectives, policies, and statutory requirements.
• Develop, implement, and maintain an investment strategy aligned with agency long-term goals, liquidity needs, cash-flow requirements, and risk tolerance.
• Collaborate with agency staff and agency Audit & Finance Board of Directors subcommittee to prepare cash-flow projections and ensure investment decisions support operational and capital needs.
• Design, construct, and manage a diversified portfolio across appropriate asset classes, applying prudent care, diversification, and cost-efficiency.
• Rebalance the portfolio as necessary to maintain the approved asset allocation and risk parameters.
• Conduct ongoing credit analysis of all investment instruments.
• Obtain and document competitive pricing for all securities transactions.
- Performance Monitoring & Reporting
• Provide secure online access to real-time or near-real-time portfolio holdings.
• Deliver monthly statements that include, but are not limited to:
• Investment activity;
• Earnings;
• Market value of securities;
• Accrued interest by investment type; and
• Credit ratings of investments.
• Provide quarterly performance reports that, at a minimum:
• Comply with Global Investment Performance Standards (GIPS);
• Include benchmark comparisons, attribution analysis, and risk metrics;
• Describe relevant economic and market conditions; and
• Compare performance to mutually agreed-upon benchmarks and long-term objectives.
• Present performance updates to the Audit & Finance Committee, and other governing bodies as requested.
- Risk Management & Compliance
• Implement and maintain risk-management practices consistent with State and City fiduciary standards.
• Monitor exposures, conduct stress testing, and recommend adjustments to ensure compliance with risk parameters, investment policies, and statutory requirements.
• Ensure all investment decisions adhere to prudent investor standards, diversification requirements, and cost-efficiency expectations.
