The Vendor is required to provide comprehensive investment management services for its approximately three billion dollar portfolio, comprising operating funds and capital project funds.
- The Manager shall adhere to the District’s primary investment objectives, in order of priority:
• Safety of Principal
• Liquidity
• Return on Investment
- Ensure portfolio liquidity aligns with the District’s cash flow needs.
- Send trade/transaction confirmations to the C&I Manager, Treasury Analysts, and custodial bank.
- Provide the C&I Manager a brief explanation and justification of buys and sells.
- Monitor portfolio’s credit exposure risk, and report material events to the C&I Manager.
- Provide a compliance sheet confirming adherence to the District’s Investment Program.
- Monthly:
• Provide a comprehensive monthly report including portfolio holdings and investment accounting, portfolio analysis, compliance, performance, and realized gains and losses.
• Provide a monthly report which includes the par value, original cost value, and book value, market value, rating, coupon, maturity, issuer, and settlement date for each individual security.
• Provide an interest earnings report.
• Provide unrealized gains and losses report and changes in fair market value.
• Provide a market and economic overview.
- Provide an annual investment report. The report should include a summary of portfolio’s holdings, maturity distribution, book values, yield, earnings, weighted average maturity, and effective duration.
- Provide realized gains and losses report for the fiscal year.
