The Vendor is required to provide pension and OPEB trust investment consulting to assist the agency in reviewing and updating the agency pension and OPEB trust investment policies, asset allocation strategies, and to perform an investment management search.
- Sanitary sewer services are funded through an ad valorem tax on member municipalities and, for high flow users, a sewer user charge. The funding of water services and related operations is principally through a direct use charge to customers.
- Review and recommend changes to the District’s pension and OPEB trust investment policies, including asset allocation, investment returns, objectives, and investment guidelines for diversification, quality and performance review;.
- The Consultant will meet with District staff and Committees on a quarterly basis in addition to other meetings on an as-needed basis;
- The Consultant will perform one investment manager search, annually, for the District’s pension plan, if deemed necessary by the District;
- Prepare a monthly letter for the District regarding status, pension plan performance, issues and concerns, etc;
- Monitor continuously the investment management organizations under hire, with particular attention to personnel, management, or organization changes;
- Portfolio compliance with District Investment guidelines and policy;
- Annual fee analysis of investment managers.
