Lockbox Banking Services

The Vendor is required to provide lock box services from qualified banking institutions with demonstrable experience in the municipal area.
- The city utilizes third-party vendors to print and mail motor vehicle excise tax bills, real estate and personal property tax bills, and water and sewer utility bills.
- Residential utility bills are issued quarterly, with approximately one-third of accounts billed each month.
- Commercial utility bills are issued monthly.
- The courier shall deliver the prior business day’s processed activity, returns, and any correspondence received by the proposer.
- City staff will provide the courier with payments received by mail or over the counter for transport back to the lockbox processing center.
- All payments must be processed on the same business day they are received by the vendor.
- Endorse all checks payable to the city (except those listed as “do not process”) and deposit them through standard banking channels into a city-designated bank account.
- Same-day deposit capability is required.
- Payments falling under the “do not process” category shall be returned to the city on the next business day with all accompanying documents.
- Payments that are acceptable for processing but include correspondence shall be processed, with the correspondence returned to the city.
