Investment Advisory Services

The Vendor is required to provide investment advisory services for include:
• Assume the management of a portion of the investment portfolio.
• Indicate full understanding of investment policy by submitting a written acknowledgement annually.
• Annually review the city’s investment policy and internal control procedures and make recommendations that are necessary.
• Manage the city’s portfolio in a fiduciary capacity with discretionary authority.
• Execute trades in accordance with the governing laws and city’s investment policy.
• Assurance of portfolio compliance with applicable laws and the city’s investment policy.
• Assist the city with maturity analysis.
• Credit analysis of investment instruments in portfolio.
• Monthly/quarterly/annual reporting.
• These reports will cover a range including but not limited to: local, national economy, the city’s portfolio holdings, performance objectives, and policy compliance.
• Monthly and quarterly investment reports for the city’s entire portfolio detailing holdings, composition and sector analysis, return, weighted average maturity, duration, and daily transaction activity.
• Attend selected quarterly meetings with city staff, as well as the council finance and audit sub-committee meetings and city council meetings as needed.
• Evaluate market risk and develop strategies that minimize the impact on the portfolio.
• Establish an appropriate performance benchmark.
• Ensure portfolio structure matches city objectives.
• Broker/dealer management: keep a list of approved broker/dealers, collect and review annual financial report for dealers.
• Investment pool management: investigation of any pools, develop a questionnaire to monitor pools on an ongoing basis.
• Firm shall not have custody or possession of the funds or securities that the city has placed under its management.
• City has retained a custodian or safekeeping agent to take and have possession of its invested assets.
