The vendor is required to provide student identification debit card program and services current campus identification, access, and stored value card, known hereinafter as the monarch card.
- Banking and related financial services:
1. Automated teller machines (ATM’s):
• There are currently two (2) ATM’S on campus, and both are located in the university center;
• granted a ‘right-of-first-refusal’ as related to providing and managing ATM’S, both on campus and in approved university facilities, with the exception of the (2) ATM’S listed above, each of which are ‘grandfathered’ and shall remain in place;
• the deployment and location positioning of any and all ATM’S must be approved in advance by the university;
• responsible for all associated expenses for deploying ATM’S, unless otherwise agreed to and approved by the university; and
• ATM’S must provide at a minimum cash disbursement service, but may include other services as well, i.e., deposits, transfers, etc.
- Student identification-debit card services and support:
• The university has had an online campus identification card for over a decade;
• The campus card system provides static and real time identification, meal and expense plans, building access and use of the university’s multi-functional devices for printing, scanning, emailing, etc.;
• The monarch card has approximately 55,000 active cards, used by students, staff, faulty, and guests of the university;
• Students account for 23,743 cards, of which 18,000 have stored value accounts;
• Presently the monarch card may be used at selected businesses off-campus.
• On-campus financial transactions are handled through the university’s card office;
• The university’s card office financial process uses cs-gold software;
• The following services are currently provided by monarch card:
o Dining;
o Bookstores;
o Parking (permits, fines, and bus passes);
o Residence hall laundromats;
o Student health services;
o Vending machines;
o Library book checkout;
o Building access to select campus facilities;
o Printing;
o Student recreation center access;
o Off-campus merchants; and
o Ticketing (sporting events and special events).
