RFP Description

The Vendor is required to provide Inmate Commissary and Cash Handling Payment Services.
- Cash Handling Payment Services: includes accepting deposits, managing accounts, handling payments for commissary and legal needs, releasing funds on inmate release or transfer, and producing statements of account transactions.
- Items available for sale may include, but are not limited to:
•    General shelf stable grocery products.
•    General personal care and hygiene products.
•    Generic clothing items.
•    General office medications.
- Items requiring protection from heat related impact, such as melting, change in product consistency, etc. shall be delivered free of damage including that due to weather conditions.
- Utilize resalable packaging as necessary to enhance product freshness and inmate usage.
- Provide dedicated and assigned personnel able to provide office with twenty-four seven (24/7) customer support service wherein resolution is timely, documented and compliant
- Inmates shall have various methods of funding accounts, including:
•    Cash
•    Credit/Debit card
•    Electronic Fund Transfer
•    Other methods, upon written approval of agency
- Provide an online portal for the process of payment related services, accepting payments or transfers to Inmate Trust Accounts, inmate access to view Inmate Trust Accounts, agency access to view and maintain Inmate Trust Accounts.
- Provide the methods and access for inmates to view their individual Inmate Trust Fund account.
- Responsible for operation and management of Inmate Trust Fund accounts within legal limits and keep all user and password information confidential and protect against unauthorized use or access.
- Provide all methods, processes, and secure access necessary to release remaining funds from inmate Trust Fund accounts upon inmate release or transfer to another facility. Funds shall be releasable by issuing a check, a pin-based debit card, an ACH, or another method upon written approval of agency.
- Financial information, such as account numbers, banking data, transaction data, etc.
