The Vendor is required to provide a comprehensive suite of utility data management services and deliverables.
- Ongoing services and tangible goods in the form of validated datasets, analytical outputs, and sustainability reports, designed for use in modern data platforms.
- Utility Statement Data Capture and Analysis
•    Import and analyze electricity, water, gas, and other utility statements.
•    Automate validation and reconciliation against historical usage and pricing.
•    Detect anomalies and suggest corrective actions.
- Utility Bill Validation and Payment Support
•    Validate bill accuracy and flag potential errors for investigation (e.g., late fees, estimated charges).
•    Provide consolidated billing with General Ledger (G/L) breakout and documentation compliant with City fiscal rules.
- Data Integration Services
•    Enable secure integration with Workday Financials, Energy Star Portfolio Manager, Microsoft Power BI, and utility provider systems.
•    Support multiple formats (e.g., PDF, Excel) with high extraction accuracy.
- Advanced Data Analytics
•    Deliver structured datasets for use in data visualization and reporting tools, spreadsheet-based analytics with advanced scripting capabilities, and AI-powered productivity enhancements across Microsoft 365 applications.
•    Apply forecasting, anomaly detection, clustering, and cost analysis models using industry standard tools and libraries.
- Sustainability Reporting (Future Phase Scalability)
•    Generate reports on energy consumption, GHG emissions, water usage, and waste metrics.
•    Track progress against agency sustainability goals and regulatory frameworks.

- Data Storage and Management
•    Provide a secure, scalable platform for storing utility data.
•    Ensure data ownership transparency and compliance with retention policies.
- Data Governance and Compliance
•    Align with City and County Order No. 143 and Records Retention Schedule.
•    Implement encryption, access controls, and lifecycle management protocols.
•    Coordinate with agency Technology Services and Records Management teams.
