The Vendor is required to provide a turnkey service provider for its utility billing and City Line newsletter mailings and now seeks a solution capable of end to end customizable printing and mailing.
- The Solution should provide streamlined high-quality production, reliable scheduling, secure handling of customer information and data, and exceptional customer service
- Revenue assurance to the City through modernized on-time billing mailings
- Streamline translation, printing and mailing process under one solution
- Data & Formatting:
• Vendor scrapes, cleanses, and re-renders City PDF files for printing and transformations tracked for audit.
• Detail process for appropriate mail barcoding and scanline barcoding prior to printing.
• Provide method, workflow and quality controls for proofing sample sets of bills and newsletters.
- Printing Specifications:
• Total estimated annual quantity of utility bills: 500,000
• Total estimated annual quantity of reminder, collection, owner notices: 125,000
• Form size: 8 ½" x 11" (long grain)
• Finishing: Horizontal micro-perforation at 7 ½" (stub 3 ½" x 8 ½")
- Back-of-Bill Ads:
• Vendor adds City-supplied ads to the back of the bill and accepts the ad content as a separate file.
• Vendor provides printing specs (e.g., PDF/X-1a, CMYK, 300 dpi, bleed/non-bleed, safety margins) and a proof/approval workflow.
- Transfer Method: Vendor must be able to handle API calls for individual customer bills for transferring the bill image.
- The solution reliably produces and delivers a complete, customer ready- mailing package. The package shall automatically assemble the customer’s utility statement together with any optional insert(s) selected by the customer, such as the city line newsletter and/or a return envelope.
- The system generates each mailing in the customer’s preferred language (English or Spanish) and ensures accurate inclusion of all selected components within a single mailing envelope whilst optimizing mail piece design to minimize weight, material usage, and unnecessary inserts.
- The solution minimizes delays in delivering Spanish language city line content by ensuring that Spanish materials are produced and sent concurrently with the customer’s utility bill.
- The vendor’s process -eliminates the current lag caused by separate production or mailing workflows, resulting in timely, aligned delivery of both English and Spanish communications.
