The Vendor is required to provide pre-collect time payment services for include:
- Pre-collection efforts and customer service
• District court is customer service oriented and respectful.
• District court firmly believes in a positive approach in dealing with debtors.
• Maintain a local presence (e.g., local office, and other means of ensuring the highest level of accessibility, communication, and community presence) within the court’s jurisdiction.
1. Payment center services
• Walk-in payment center services at location(s) to be determined by contractor.
• Walk-in payment center location(s) shall assist the public with questions about any referred district court account, and shall accept multiple payment methods, including, but not limited to, cash, check, credit and debit and money order payments for all accounts
• Payment center shall, at a minimum, operate on every district court business day, and shall be able to accommodate persons with disabilities.
• Payments from the public shall have means to accommodate languages other than English through translation services on demand.
• Payment center services shall be provided at no cost to district court.
2. Online payments
• Operate a secure website accessible to defendants and debtors seeking to pay their legal financial obligations and debt online using credit, debit and electronic check payment methods.
• The website shall accept payments for all cases and debt referred to contractor, and shall accept, at a minimum, electronic checks and visa and MasterCard branded payment cards.
• Employ processes to continuously review the security, integrity, accuracy and reliability of its websites collecting payments for district court accounts to ensure that account, personal and credit card information is kept secure.
• The online payment website shall be provided at no cost to district court.
3. Customer service
• Toll free and local telephone lines to accept calls from defendants and debtors, provide customer service and process electronic and other payments from defendants and debtors.
• Operate the customer service lines on the same days and hours as district court operates.
• Telephone customer service, including translation services, shall be provided at no cost to district court.
- Pre-collect time payment services
1. Account ownership
• Have full rights to the accounts and information provided to it by district court and shall only process pre-collect time payments on behalf of district court at district court’s direction.
• Discretion regarding the quantity, amount, nature, extent, timing and type of accounts and nature and extent of documentation that it may elect to refer to contractor for pre-collect time payment services.
• Return accounts as uncollectible either at the request of district court or when pre-collect authority expires
2. Time payment plan services
• Pre-collect time payment service whereby defendants/debtors owing legal financial obligations/debts to district court are offered a monitored payment plan to satisfy their financial obligations.
• Time payment services shall, at a minimum, provide reasonable and flexible payment plans based upon the defendants and debtor’s means, resources and ability to pay, and provide written confirmation of payment plans and terms to defendants/debtors.
• Accept various payment types (including credit/debit card, checks and electronic check payment methods) by website, telephone, mail, and at contractor's payment center(s).
• Apply payments made pursuant to time payment plans to defendant’s/debtor’s account within one (1) business day.
• Use established processes to address delinquent payments, defaults and payment plan reinstatement and share those processes with district court.
