The Vendor is required to provide tax credit recovery services, must be received no later than 2:00 pm (PST) on Tuesday, July 21, 2026, at the purchasing department.
- Requirement:
1. Eligibility assessment:
• Completed district energy project documentation and evaluate project eligibility for applicable federal clean energy incentives, including investment tax credits (“ITC”), elective pay (“direct pay”) reimbursement opportunities, and applicable bonus credit programs.
• Identify potential reimbursement opportunities as well as any deficiencies or risks that may impact eligibility or reimbursement value.
2. Compliance review:
• Review prevailing wage compliance documentation, apprenticeship compliance documentation, procurement records, contracting records, and contractor-provided documentation relevant to IRA eligibility requirements.
• Evaluate compliance with applicable federal requirements and identify any deficiencies, missing records, or compliance gaps that may affect reimbursement eligibility.
3. Documentation reconstruction:
• Coordinate with district staff, contractors, engineers, legal counsel, financial advisors, and other parties as necessary to obtain and organize required project documentation.
• Reconstructing missing or incomplete records where feasible and shall organize supporting documentation into audit-ready compliance files and reimbursement support records.
4. IRS and treasury registration support:
• The firm shall assist the district with treasury and IRS pre-filing registration requirements associated with elective pay reimbursement claims.
• Services shall include preparation and submission support associated with obtaining required registration numbers, coordinating registration timelines, and assisting the district in satisfying applicable federal registration requirements.
5. Federal filing preparation and filing services:
• Provide direct filing services on behalf of the district associated with federal clean energy incentive reimbursement claims available under the inflation reduction act (“IRA”), including elective pay (“direct pay”) reimbursement claims and associated investment tax credit (“ITC”) filings.
• Services shall include preparation and submission support associated with treasury and IRS pre-filing registration requirements, eligible basis calculations, placed-in-service documentation, compliance documentation, supporting schedules, and all other records reasonably necessary to support reimbursement claims.
