The Vendor is required to provide a computer-assisted mass appraisal system (CAMA).
- Provide a modern, flexible, and secure CAMA system to enhance efficiency, improve accessibility for staff and taxpayers, adapt to evolving state regulations and exemptions, and provide scalability for future growth and emerging technologies, including artificial intelligence.
- Core Property Data Management
• Maintain a real property master file including:
• Account number, UPC number, parcel ID
• Owner name and contact information
• Physical address
• School district, book, calculated acreage
• Property classifications (residential, non-residential, land, improvements, etc.)
• Building or apartment details
• Section, township, range
• Central full value, taxable value, exempt value, net value
• Personal property full value and improvements
• Dates of changes and historical records
- Data import & integration
• Import real property data from multiple sources (taxable property maps, permits, sales data, etc.).
• Import assessed property values by UPC from the state annually.
• Integration with sidwell (or replacement solution) for appraiser lookup and GIS tools.
• Integration with third-party appraisal data providers (e.g., marshall & swift).
- Field appraiser tools
• Generate online data packets for appraisers, including PRC cards, sketches, maps, and permits.
• Support access via iPad or similar devices.
• Upload and attach photos and notes to property records by UPC or account number.
• Generate or update sketches in the field.
• Provide appraiser routing tools via google maps, Esri maps, Eagleview, or equivalent.
- Document management
• Digitize and index outputs without need to print and rescan.
• Attach supporting documents, permits, and correspondence directly to property records.
