The Vendor is required to provide products, services, and capabilities that may inform the City future requirements for a robust, fit-for-purpose Computer-Assisted Mass Appraisal (CAMA) system.
- Property & Parcel Management
• Management of parcels, legal descriptions, ownership, and situs/address information
• Multiple property classes (e.g., residential, commercial, industrial, mixed use, exempt)
• Complex property types (e.g., condominiums, multi-parcel holdings, special purpose properties)
• Historical tracking of property characteristics and valuation data
• Income data collection and management, including electronic forms
• Storage and management of property-related documents (e.g., images, Excel, Word files)
• Viewing and managing data across prior, current, and future assessment years
- Valuation & Mass Appraisal
• Common appraisal methodologies (cost, sales comparison, income)
• Development and management of valuation models
• Market segmentation, stratification, neighborhood analysis, and market area management
• Revaluation cycles (annual or periodic)
• Scenario modeling or “what-if” analysis capabilities, if available
- Sales & Market Data Management
• Importing, validating, and managing sales data
• Sales qualification workflows
• Ratio studies and performance metrics
- Analytics, Modeling & Transparency
• Analytics and dashboards for assessors, leadership, and operational monitoring
• Model performance measurements, including any commonly used indicators supported by your solution, such as COD, PRD, PRB, confidence intervals, or similar metrics
• Transparency and explainability of assessed values, including any tools or methods used to communicate valuation outcomes in an auditable and defensible manner
• Support for appeals and audit defensibility, including how valuation decisions and data changes may be tracked and presented
• Workflow automation or other efficiency-enhancing features, if applicable, related to modeling, analysis, or review processes
• Property sketching capabilities, if applicable, include how sketches are created, stored, and used within valuation workflows
- Appeals, Reviews & Audit Support
• Support for assessment appeal and review processes, including informal and formal stages, where applicable
• Workflow tracking for appeals, reviews, and related activities
• Management of supporting documentation, such as evidence, correspondence, decisions, and case notes
• Audit trail capabilities that capture valuation changes, data edits, and user actions to support transparency and defensibility
- GIS & Spatial Capabilities
• GIS integration or native spatial functionality, if available, including how the system may connect with enterprise GIS platforms
• Map-based visualization of parcels, sales, valuation data, and other assessment-related Information
• Spatial analysis capabilities, if available, that support market modeling, neighborhood delineation, and other assessment workflows.
