The Vendor is required to provide computer aided dispatch replacement services for include:
- Project management:
• Project manager (PM) to work with the agency PM.
• PM shall ensure the appropriate resources are on-board for the project.
• This meeting is to review the project plan and approach, the scheduled tasks, and to identify any potential risks or issues related to the project:
• The successful proponent’s PM shall be responsible for maintaining a Microsoft project schedule or an approved equivalent alternative, identifying tasks, durations, forecast dates and resources.
- Business analysis
• User groups and their roles: dispatchers, med-response and system administration
• Incident response and management
• Call narrative creation
• Location information
• Account and user management - roles based access control (RBAC)
• Network compatibility
• Data management
• Document uploads to records
• Bring forwards (reminders and notifications)
• Pre-arrival instructions
• Database performance optimization
• Privacy and security compliance
• Reporting and analytics
• System performance monitoring
• Scalability and future-readiness
• Medical charting (med-response only)
• Event monitoring (med-response only)
- Solution architecture
• An overview of the solution’s core components and how they interact within the proposed on-premises deployment model.
• A description of any modifications to the base product, including the scope, purpose, and impact of any customizations.
• Integration points of internal and external systems.
• Security and compliance for data protection, access controls, policy alignment.
• Support for agency security and privacy activities, including the privacy impact assessment (PIA), threat and risk assessment (TRA) and penetration testing.
• An upgrade strategy describing how future software updates, patches, and enhancements will be implemented while minimizing impacts to configured functionality and customizations.
- Configuration and development
• Establishing a production environment, at least one sandbox (DEV) environment, and one test environment to support configuration, validation, and user acceptance testing;
• Configuring all solution modules, security roles, permissions, workflows, and data structures to support agency operations previously managed through the legacy system;
• Using standard product tools, configuration utilities, and vendor-supported interfaces to enable required functionality tailored to 9-1-1 and med-response requirements;
• Loading and validating master data required to support operational readiness; and
• Ensuring the solution is fully configured, tested, and ready for agency acceptance prior to production cut-over.
- Integration services
• Integrate with proqa and rapidsos;
• Integrate with telephony system (excluding hardware/software procurement)
• Integrate with GIS through rest API
• Integrate with single sign-on; and
• Integrate with Microsoft exchange.
- Documentation
• Provide all user manuals, operating manuals, technical manuals and any other instructions, specifications, configuration documents or materials, in any form or media, that describe the functionality, installation, testing, operation, use, maintenance, support, technical or other components, features or requirements of the software; and
• Technical and training documentation to ensure operators, system administrators and end-users have the information required to effectively operate, configure and utilize the proposed solution.
