Vendors to provide a fully integrated software solution for the purpose of replacing our current Computer Aided Dispatch (CAD) and Records Management (RMS) and Field Reporting/Mobile `CAD system
- Records Management System
1. The RMS shall support all applicable federal, state, and local reporting requirements necessary for the agency's law-enforcement operations.
2. Requirements
3. The system shall support current FBI National Incident-Based Reporting System (NIBRS) standards.
4. The system shall support applicable North Carolina State Bureau of Investigation (SBI) reporting requirements.
5. The system shall support applicable North Carolina Administrative Office of the Courts (AOC) reporting requirements.
6. The system shall provide automated NIBRS validation prior to submission.
7. The system shall identify missing, incomplete, or invalid data before submission.
8. The system shall provide error and warning messages identifying the field or data requiring correction.
9. The system shall support electronic submission of required reports to applicable state and federal reporting systems.
10. The system shall maintain an audit history of report submissions, corrections, and resubmissions.
Integrated CAD and RMS shall operate as a fully integrated solution or provide real-time, bi-directional synchronization between systems.
- Requirements
1.Incidents created in CAD shall automatically populate the RMS.
2.CAD incident information shall transfer without requiring duplicate manual data entry.
3.Officer and unit information shall automatically populate the associated RMS incident.
4.Unit activity and disposition information shall be available within the RMS.
5.CAD-generated incident/case numbers shall automatically transfer to the RMS or be synchronized.
6.Changes made in applicable CAD records shall synchronize with the RMS in real or nearreal time.
7.The system shall minimize or eliminate duplicate data entry
8.The integration shall maintain data integrity and prevent duplicate incidents or records
