The vendor is required to provide for the design, implementation, installation, maintenance, and operation of a turnkey traffic-control signal photo violation-monitoring system capable of detecting and recording red light violations, including the support services to process citations for the city.
- The system must be able to detect and record red light violations, and support services to process citations.
- A system that is:
• Comprised of equipment of the latest technology suitable to produce legally sufficient color digital images of violations
• Equipment capable of producing still pictures and video feeds
• Modular in construction to facilitate easy installation and transportability
• Tamper and vandal-proof
• Will have as little impact or reliance on existing traffic signal infrastructure as possible
• Equipment capable of providing grace periods which are defined by intersection approaches.
• Software capable of eliminating certain movements, such as,” turn on red.”
• Can be relocated to different locations throughout the city. - Ensure, to the extent practicable, that the digital images produced by the system shall not include images that identify the driver, passengers, or contents of the vehicle.
- The RLC system shall operate 24 hours a day, 7 days a week, and shall record all pertinent data for each violation at the time of capture.
- Imprint all the information along the bottom edge of the frame but shall not obstruct the violation image.
- Color images are preferred.
- Systems that can reduce the effects of license plate covers are preferred.
- Signal cameras - the amount of time that has passed since the light turned red.
- Signal cameras - duration of yellow light.
- Signal cameras - full motion video capturing incidents from at least a point two seconds before a traffic light changes from yellow to red, and preferably from green to yellow
- Noise cameras – the decibel of sound emitted by the vehicle.
- Retrieve the evidence of violations, and where necessary, replace the film and/or data storage components on a regular basis.
- Initially review the images and sort out images for categories the city has determined exempt, such as police, fire, ambulance vehicles, and funeral processions.
- Provide a secure website so that the owners of vehicles that receive violations can view the images and video of the violation.
