The vendor is required to provide for the supply and installation of a new access control system at three county administration locations and four transportation sites.
1. Door hardware
a. Includes for services:
• The work includes furnishing and installation of all items of door and finish hardware as hereinafter specified or obviously necessary for all swinging, sliding, folding, and other doors, except items which are specifically excluded
• Furnish all labor and materials for the supply and installation of commercial hardware capable of supporting operations to the parameters as defined herein.
• Be responsible for the complete supply and execution of all components including related peripheral hardware.
• Include the supply, installation and termination of all cabling within frame assemblies and from door devices to remote junction boxes, as may be applicable.
• Include for site measurements and verification of all hardware prior to ordering hardware.
• Contractor shall be responsible for choosing the specific model of the hardware series based on site conditions.
• Handing and voltage of lock to be verified onsite.
• The contractor is responsible for providing all new door hardware except key cylinders, to achieve the access control functionality as indicated in security layouts.
2. Security system integrations
a. Includes for services:
• Provide all required materials, low voltage wiring, licenses, software, configuration, programming and testing required for the following subsystem integrations.
• Access control and alarm management (ACAM) system with automated door operators
o The following is a description of the intended functionality and integration between automated door Operators and security devices.
o the non-secure or public side shall be equipped with a card reader and automated door operator pushbutton.
o The secure side shall be equipped with a request to exit device and automated door operator pushbutton.
o To gain entry to the secured side from the public, the following sequences of operation shall occur:
1. An invalid access control card is presented to the card reader
2. The door remains secure and the automated door operator pushbutton, which is equipped with a normally open contact connected to the door opener assembly, remains open.
3. A valid access control card is presented to the card reader.
4. The lock is temporarily released; the door contact is shunted and the normally open contact connecting the automated door operator pushbutton to the door opener assembly is closed.
o The user may either physically open the door using the handles or may use the pushbutton for automatic opening (for a pre-determined amount of time).
o The contact connecting the door operator pushbutton to the motor assembly shall only be closed upon the presentation of a valid access control card to the card reader.
o To leave the secured area and enter into public/non-secured space, the following sequences of operation shall occur:
1. The user may physically open the door using the handles at any time.
2. The request-to-exit motion detector will sense motion at the door and shunt the door alarm.
3. Alternately, the user approaches the point of free egress and presses the door operator pushbutton to exit.
4. The locking device is temporarily released, the door contact is shunted, and the automatic door operator motor activates and opens the door
3. Access control system
a. General requirements
• The proceeding is a comprehensive specification for the design and resulting requirements of a new access control and monitoring system to be provided for the following county sites:
o Inland hub
o Lakeshore hub
o Peninsula hub
o TES-Lucknow
o TES-Paisley
o TES-Walkerton
o TES-Wiarton
• These performance specifications are to read in conjunction with the drawings, riser diagrams and details and shall be translated into specific devices, equipment and systems which the contractor proposes to provide in order to produce a fully functional access control and monitoring (ACAM) system.
b. Include for services:
• Provide a new Salto access control system to include new wireless electronic locksets, card readers, electronic door hardware, egress buttons and all other equipment as required for the monitoring and control of the acs across the multiple facilities. contractor to verify quantities prior to bidding.
• Owner to provide new multi-technology Salto access cards.
• Provide all local headend acs controllers and wireless gateways required for complete operation.
• Owner to provide all network scope, including switches, patch panels and servers.
• The contractor is responsible for providing all necessary software licensing, configuration, and programming in order to provide a fully functional system.
• Provide all hardware, low voltage wiring, terminations and connections, wireless electronic locksets, card readers, data gathering panels, door contacts, request-to-exit motion devices, locking devices, frame modifications, power supplies, ups, battery backups, programming, configuration and testing required for a fully functional access control system.
• Provide all cat6 cabling, testing/certifications and terminations and connections to the LAN.
• Provide wireless electronic locksets or card readers on access doors as shown on the drawings, which are designed to monitor and restrict access as required.
• The acs should be able to generate door alarms for door forced open, door held open, and invalid credential.
• Provide door contacts on building exterior doors which are designed to monitor and restrict access to and from the building.
• The contractor is responsible for the door hardware and shall provide the following:
o Provide required door hardware, including but not limited to wireless electronic locksets, card readers, electric strikes, door contacts, request to exit motion devices, and any other equipment as required for proper functioning of the door.
o Provide a door hardware schedule with all devices and locksets as required for each door.
o Provide power supplies for locking devices, including but not limited to, electric strikes.
o Provide request-to-exit motion sensors as shown on security drawings.
o Contractor to install new lock cylinders, which are to be provided by owner or owner’s representative.
o Owner to carry allowance for all additional work relating to lock cylinders, including but not limited to keying of cylinders to current master key.
• The acs shall be programmed to accommodate automatic locking and unlocking of doors for multiple periods of times during the day based on the operational requirements.
• The system shall have a “mustering” feature and functionality.
• The contractor is responsible for coordinating with the owner all database configuration, door scheduling, door programming, and testing and verifying that credentials, card readers and gateways are fully functional.
• The system shall be designed such that it uses an open peer-to-peer communications protocol for control network.
• This approach shall provide an interoperable platform for control elements available from a number of different manufacturers
• The contractor shall not, through its choice of product or communications protocol, constrain the client to purchasing future expansion sub-systems from the same manufacturer.
