The vendor is required to provide security services providers who share our commitment to fostering a safe, secure, diverse and inclusive campus environment, whose employees are properly trained and licensed by the security services & investigators act, to submit proposals offering security services 24 hours/7 days per week on the university campus.
- The campus operation and access hours are as follows:
a. Public access
• Monday to Friday: 8:00 a.m. - 8:00 p.m.
• Saturday: 8:00 a.m. - 5:00 p.m.
• Sunday: closed
b. With access card
• Monday to Sunday: 7:00 a.m. - 1:00 a.m. 1. Operations: reporting to the operations manager, facilities and security, the university requires security services 24 hours a day, 7 days per week, all year round. currently, the services are:
• 0001 to 0800: 1 guard
o General security duties along with closing and opening requirements
• 0800 to 1600: weekdays - 1 supervisor
o Weekend - 1 guard
o General security duties
• 1600 to 2400: fall and winter terms - weekdays - 2 guards
o Fall and winter terms - weekend - 1 guard
o Other terms – 1 guard
o General security duties along with closing and opening requirements security staff assigned to university must demonstrate professionalism, reliability, and strong interpersonal skills.

o 24/7 on-site security coverage.
• Door access and schedule compliance
o Ensure all doors are locked and unlocked in accordance with university published schedule.
o Monitor and control access to restricted areas such as studios, galleries, and technical spaces.
• First aid and emergency response
o Act as certified first responders for medical incidents until EMS arrives.
o BE trained in CPR, and AED use.
• Incident reporting & documentation
o Log all incidents, suspicious activities, safety hazards, and building issues using university reporting system.
o Maintain clear records.
• Patrol and surveillance
o Conduct visible and thorough patrols of entire building.
o Look for safety concerns, property damage, or suspicious behavior.
• Access control system oversight
o Monitor access system (LENEL) and follow key control procedures.
o Address card access issues and work with campus operations department on access requests.
o Create university id cards and modify access
o Monitor cameras (GENETEC) for any suspicious activity.
o Respond and report any activities that go against university policies.
• Emergency procedures and evacuations
o Know university emergency protocols (fire alarm, active shooter, medical emergency etc.).
o Act decisively and support campus operations during drills and actual incidents.
• Support for events and exhibitions
o Provide security and ring public exhibitions, receptions, open houses, and late-night events.
• Asset protection and loss prevention
o Help protect valuable equipment, artwork, and infrastructure through routine checks and proactive Engagement.
o Report any loss or suspicious activity promptly.
• Conflict de-escalation and student engagement
o Handle student or visitor related disruptions professionally.
- Spaces and facilities
• The university campus is contained within a 5-storey building.
• The building houses a combination of the following types of spaces.
o Offices
o Classrooms
o Studios for arts, crafts and design
o Workshops
o Art galleries
o Public spaces such as main mall, cafeteria, level 2 concourse, and the SAIT/jubilee/ university LRT station stairs
- Human resources
• Provide a complete organizational chart clearly depicting the team structure including positions, names, and full-time equivalence (FTE) for all proponent’s employees (both onsite and offsite) that will be involved in providing the services.
• Outline how the proponent will support additional staffing requirements in the event of an emergency.
• The proponent’s replacement procedure in the event personnel is not available for their shifts (e.g., illness, vacation, leaves).
• Provide evidence that the proponent meets the key requirements listed below.
o All staff shall be employees of the contractor, whom shall be solely responsible for the payment of their wages and benefits
o Security guards shall wear a clean and proper uniform indicating they are employed by the contractor
o The contractor, at its own expense, will be required to outfit all of its employees in proper, mutually acceptable uniforms
o Any personal protective equipment required is the responsibility of the contractor
o Security guards assigned to university are required to wear the university’s id access card at all times
o The contractor shall have a bond covering all security guards.
