The vendor is required to provide change brought all existing security and protective services personnel under one umbrella.
• Scheduled contracted protective services by front line security guards (the “core services”);
• Scheduled and on-demand contracted security watch services for high-risk patients (the” security watch services”) and;
• On-demand contracted personnel for low-risk patient watch services (the” patient watch services”).
- Core services
• Agency protective services utilize a hybrid staffing model to provide scheduled core services throughout the province.
• The guidance of agency team leads and managers, contracted security guards will work alongside agency protective services peace officers, forming part of the overall security team within the 5 zones.
• The current model, the large acute care sites have an approximate split of 60/40 peace officers and contracted security staff, while the community and rural sites are either 100% contract security staff, or a split of contract security and peace officers that varies by site.
- Watch services
• Security watch - high risk watch service requiring trained and uniformed security guards to monitor and provide observation and physical intervention where required in order to manage potential violent behavior.
• Patient watch - lower risk watch service requiring personnel not in uniform to monitor, report on and re-direct patients with non-violent behavior that may harm themselves.
- Roles and duties
1. Security guard services:
• Preventative patrols, including foot and/or mobile patrol of exterior and interior perimeters.
• Access control.
• Visitor and employee identification.
• Monitoring cctv systems.
• Responding to intrusion detection.
• Responding as necessary to assist and support community peace officers.
• Physical intervention requirement for safety of patients, staff and /or visitors.
• Maintain a static physical presence in high traffic areas.
• Incident and daily operating reports. writing comprehensive notes.
• Respond to all emergencies such as fire, aggression, chemical spills, missing patients, infant abductions, bomb threats, hostage taking, evacuation and other non-clinical emergencies specific to individual facilities.
2. Security watch services:
• Provide close visual monitoring of patients who have displayed violent behavior.
• Physical intervention may be required for the safety of patients, staff and/or visitors.
• Will be required to manage aggressive behaviors from patients.
• Security watch personnel will be licensed security guards through the solicitor general of state and have received healthcare training.
• Security watch requirements will be filled through a combination of scheduled hours and on demand requests for security watch services.
- Additional requirements
• Security watch personnel at rural facilities may be required to travel to other rural locations within a reasonable geographic area during any scheduled or unscheduled shift.
• Security watch personnel at urban facilities may also be required to travel to different facilities within the urban center to fill other watch requirements that may arise during a scheduled or unscheduled shift.
• The proponent will be required to have a dedicated healthcare operations center to coordinate and deploy contracted resources for core and on demand security watch in collaboration with the protective services staff.
3. Patient watch services:
• Agency will also require patient watch service resources on an “on-demand” basis to provide additional support.
• This service is provided when there is low identified risk of violence towards staff or patients and the likelihood of an adverse event can be mitigated by a watch designed to primarily observe and report.
• Physical intervention may be required with patients when the behaviors are detrimental to the health of the patient or other patients.
• Assisting clinical staff with the safe movement of patients.
• Patient watch requirements will be requested by the clinical program area and personnel will report to the unit and work under the guidance and expectations of health care professionals.
• May be required to monitor more than one patient at a time.
• May be required to escort patients off the unit as directed by the health care professional.
• Patient watch personnel are not required to be licensed security guards.
4. On-demand and unscheduled services
• Proponents should have additional resources available to fill “on-demand” unscheduled requests for patient watch and security watch services.
• Responses should include specific details on how the proponent can meet these demands and if there are any sites or locations within the province that represent a greater challenge for the provision of “on-demand” unscheduled resources.
5. Resource recruitment and retention
• Proponents should demonstrate a proven strategy to recruit and retain skilled personnel. security guards must meet the minimum requirements outlined in be suitable for diverse work assignments in large and small centers throughout the province.
• Contracted security personnel as provided by the selected proponent, will be permitted to apply for openings internally within protective services as opportunities present.
• In cases where contract security personnel are hired by agency, no costs or reimbursements will be incurred by the proponent.
6. Healthy environment
• Proponents should be committed to promoting a safe and healthy environment for their personnel and agency staff and patients.
• There is an expectation by agency that proponents will provide sick time benefits to their staff.
• The selected proponent shall agree to remove from the site, if required to do so by agency protective services, any employee considered to be unsuitable, within the limits of applicable laws.
