The vendor is required to provide road weather information system (RWIS) and traffic camera network maintenance and expansion services for include:
• Professional, accurate, detailed, and acceptable designs and documentation;
• Durable, reliable, and recognized products;
• Safe, efficient, high quality, and acceptable installations; and,
• Professional, timely, accurate, reliable, and acceptable services
- RWIS has two main components: the environmental sensor station (ESS) and the central system (CS).
- The ESS is the in-field data-gathering station consisting of an equipment array of atmospheric and road sensors, a camera, and a remote processing unit (RPU) that captures and stores the data from all the sensors.
- The cs is a network of computers that uses remote communications to interface and control the ESS RPU and traffic cameras in order to retrieve the data and camera images for real-time analyses.
- The traffic camera network also includes cameras that are part of dynamic message sign (DMS) infrastructure.
- The department is in the process of expanding the traffic camera network.
• Coordinating the handover process with the outgoing RWIS service provider (RSP) before the commencement of the contract, and then coordinating the handover process at the end of the contract with the new service provider;
• Operations and maintenance of the provincial RWIS and traffic camera networks, including forecasting services;
• Implementation of the maintenance decision support system (MDSS) application;
• Operations and maintenance of the RCWS sites;
• Integration of mobile RWIS data into the RSP’s central system;
• Operations and maintenance of DMS and flashing beacon signs; and
- RWIS and traffic camera network
• RWIS and traffic camera network consists of 122 ESS and 17 traffic cameras. of the 122 ESS stations, 24 are located along the ring roads in Edmonton (nine) and Calgary (15).
• The traffic camera network consists of three locations on highway 63 in fort McMurray, six stations along Anthony Henday drive (AHD) in Edmonton, and one rural traffic camera site on highway 2:68 near the Dunvegan bridge in the peace river valley, as well as seven cameras that are part of DMS infrastructure.
• Six new ESS will be installed and one Mini-ESS will be relocated. the traffic camera network is also currently being expanded (under other contracts), with the planned addition of 25 new camera sites.
• There will be 11 new traffic cameras added as part of DMS infrastructure (one by the RSP, the remainder under other contracts).
• Provide integration, operations, maintenance and all other associated services for the existing RWIS and traffic camera networks, and for new ESS and traffic camera sites as they become active.
