The Vendor is required to provide security services including security personnel for all external and internal areas of various regional buildings, parking lots and other locations, on a twenty-four (24) hours per day, seven (7) days per week basis, including statutory holidays, as well as the provision of security systems administration services and support, and operational staff for the region’s corporate security department.
- The field account manager reports to the corporate security supervisor.
- The primary role of the field account manager is the administration and supervision of all facets of the security services and security personnel under the contract, to ensure that the performance of the deliverables is in accordance with the terms of the contract, to the satisfaction of the region.
- The field account manager supports all aspects of the corporate security program and works closely with the region’s representatives.
- The Field Account Manager may require the use of a personal vehicle to travel to various Regional facilities to perform, as required, administration and supervision related duties.
- Under no circumstances shall the Field Account Manager use a Region owned vehicle, or vehicles assigned by the Supplier to the Region for Mobile Security Shift Supervisors.
- Security Systems Administrator
• The security systems administrators may occasionally require the provision of security systems related work outside of regular working hours as requested by the region.
• The security systems administrators may require the use of a personal vehicle to travel to various regional facilities to perform, as required, systems administration related duties.
• Under no circumstances shall the security systems administrators use a region owned vehicle, or vehicles assigned by the supplier to the region for mobile security shift supervisors.
- Security shift supervisor (use of force)
• These are full time, 24 hours per day, 7 days per week, including statutory and civic holidays, rotating positions based out of state.
• The security shift supervisor’s primary roles and responsibilities are the supervision, support and administration of security operations at the facilities and acting as a liaison between the region’s on-call management and contractors.
• The security shift supervisor is responsible for all incoming security and safety related alarms and requests, and the escalation of such alarms and requests to the appropriate groups across approximately 150 regional facilities.
• The supplier shall train and equip the security shift supervisor to provide use-of-force services.
- Mobile Security Shift Supervisor (Use of Force)
• These are full time, 24 hours per day, 7 days per week, including statutory and civic holidays, positions that are responsible for responding to security and life safety issues at locations throughout the region, providing deterrence-through-presence services at facilities that do not have regular guarding contingents, providing oversight of guards deployed at regional facilities, providing extra guard coverage for events, and assisting with special security-focused projects.
• The mobile security shift supervisor must possess a current and valid state driver’s license.
• The supplier shall provide proof of a valid state driver’s license for the mobile security shift supervisor to the region’s representative upon request.
• Failure to comply with this requirement may result in the immediate termination of the contract at the region’s absolute discretion.
- Patrol Guard
• The Patrol Guard is the provision of security guard services and any other duties which may pertain to their assigned location including, but not limited to:
• Patrolling building premises;
• Providing personnel and vehicular access control and crowd management;
• Monitoring video surveillance and other building systems;
• Contractor supervision;
• Providing customer service and support;
• Conflict de-escalation;
• Escorting employees on/off property;
• Parking enforcement and control;
• Complying with York Region's Security protocols/procedures (standing/post orders);
• Assisting with investigations as required;
• Creating incident reports, submitting and completing work orders, and performing other administrative tasks;
• Processing requests for Access Cards (photos);
• Signing in and direct couriers;
• Answering all visitor gate telephone calls; and,
• Completing any assignments issued by the Security Shift Supervisor within the time frame provided.
