The Vendor is required to provide for armed security guard services in support of the department.
- Ensure a professional, reliable and efficient effort to prevent loss of property, or harm to personnel by monitoring for fire, theft, vandalism or unauthorized persons conducting themselves in an unsafe or unruly manner buildings, employees, and visitors against security and safety hazards.
- Standard hours shall be 8:00AM – 5:00PM ET, Monday – Friday to include coverage during lunch. Service is not required during state holidays or unanticipated closures.
Standard hours are currently estimated at 2,340 hours per year.
- Regulation reserves the right to adjust hourly schedules as needed to ensure continuous service and maintain adequate security.
- Regulation may also request additional security guard services as needed.
- Services include:
• Report any unusual incidents or hazardous conditions immediately to the contracting officer’s representative (COR).
• Incidents or conditions requiring reporting may include, but not be limited to, fire, criminal activity, chemical spills, telephone outages, power outages and equipment malfunction, etc.
• Manage the flow of employees and visitors entering and exiting the building.
• All visitors require pass and verification through installed metal detector.
• Must provide procedures for metal detector protocol to regulation.
• Procedures must be administered by on-site guard.
• Permit only duly authorized persons to enter the premises through the designated staff entrance.
• Verify badge is present for employees or agency board members.
• On-site guard must keep phone on them at all times.
• Phone will be linked with regulation 911 alerts.
• Must respond to an alarm situation immediately.
• This response may require the physical removal and detainment of the intruder from restricted areas.
• Submit a written report covering all events, incidents, or hazardous conditions at the conclusion of each tour or by the end of the assigned shift and/or duly note that no incidents occurred and submit to COR or point of contact (POC), if requested.
• Participate with assigned duties during emergency operations/evacuation plans including fire, bomb and active shooter or shelter-in-place events.
• Monitor walk-in clients to the department, including any individuals identified as possible security concerns or individuals having been placed on trespass notice with the agency.
• Perform other duties as assigned as agreed upon between the contractor and department that are defined in a change order or contract modification from the state. such duties may include, but not be limited to, monitoring of specific equipment and exterior security lighting, inspection of fire detection and control equipment, outside patrol areas, traffic and crowd control, permanent assignment of security officers, etc.
• Guards shall not use their cell phones while at their station, they may have the cell phone on their person.
• Use of cell phones to take pictures shall be restricted to taking images of crimes they may come upon for evidentiary purposes.
• At no time shall any guard engage in social media while on duty.
• Nor may any pictures be taken on-site be shared through social media posts or otherwise.
- Ensure that assigned personnel maintain a sharp, professional, courteous, competent, and authoritative manner without creating any unnecessary friction with staff and visitors.
- Establish internal procedures to strictly control and regulate the replacement of worn, torn, ragged, or otherwise unserviceable uniform items and items of individual equipment on a repetitive and continuing basis as necessary to maintain the highest possible standards.
- Site security supervisor shall be responsible for all uniform and/or equipment provided by the contractor for the security officer’s use while on duty at the agency.
- Provide such uniforms and equipment at no cost to the security officer.
- The agency shall retain the express right to approve or disapprove all uniforms and equipment for officers assigned, and to request that contractor relieve and replace any officer who does not meet the required standards at no expense to the agency and with no interruption of services being provided.
