The Vendor is required to provide security guard services for district.
- Provide all services, management, personnel, supervision, training, patrol vehicle(s), uniforms, equipment, materials, and supplies necessary to provide security personnel for district.
- The site consists of wastewater treatment processing and storage facilities/buildings, a household hazardous waste collection facility, recycled water pumping facility, a laboratory building, as well as an office building complex and rental warehouse units.
- Much of the real estate consists of holding basins or open spaces surrounded by chain link fencing.
- Card readers and video surveillance cameras are strategically located throughout the facilities.
- Normal business hours for district are 8:00 a.m. to 5:00 p.m., Monday through Friday, excluding national holidays.
- Provide uniformed security officers and equipment to protect district, its employees and visitors, sensitive information, properties, and events.
- Provide two (2) security officers on each of three (3) shifts to maintain 24-hour coverage.
- Provide a site supervisor who can perform the additional duties outlined below.
- Assign this role to one of the security officers or assign it to other company staff.
- Security officers should respond to incidents with no more than “mild confrontation." incidents requiring more than mild confrontation should be referred to local law enforcement.
- Security officers shall comply with district policies, procedures, and other rules and regulations as applicable.
- Security officer general duties include:
• Maintain standards of conduct
• Control access to treatment plant and facilities
• Inspect and monitor campus and facilities
• Respond to incidents and events
• Prepare reports and maintain records - The employer of all personnel assigned under this agreement and shall be responsible for all aspects of the employment relationship.
• Recruitment, screening, interviewing, and hiring security officers
• Supervision and training of security officers
• Discipline and termination of employment
• Compliance with all applicable local, state and federal requirements of an employer.
- Security Officers must not:
• Carry firearms, batons, handcuffs, knives, brass knuckles, stun-gun, taser, oleoresin capsicum (pepper) spray, or any tear gas agent at any time while on-duty.
• This includes, but is not limited to, the guard’s vehicle.
• Listen to radios, police scanners or any other audio medium that is not directly job-related.
• Watch television or be on an electronic device (such as a cellular phone) unless on a break, lunch, or to conduct district business.
• Read any materials that are not job-related.
• Use district telephones or electronic equipment other than for district business.
• Leave their area of responsibility without authorization from the site supervisor or a representative of the district.
• Entertain personal visitors.
• Be under the influence of drugs or alcohol.
• Be under the influence of any prescribed or over-the-counter medications that inhibit job performance in accordance with the specifications set forth herein.
• Display a discourteous, abrupt, abrasive or belligerent attitude.
• Use or tamper with district equipment, such as computers, tablets, fax machines, and any other equipment not necessary for the performance of services, or disturb workstations located in the facility in any manner.
• Use any employee workstation other than those designated for the guard’s use.
• Fraternize with district employees or members of the public.
• Engage in lengthy conversations with district employees that are not job-related.
• Sleep while on duty.
• Present or identify themselves as a district employee.
• Express or interpret policies, statements, and/or opinions of district to the media or to the public.
