RFP Description

The Vendor is required to provide a new modern disease surveillance system ("FDSS").
- Processes previously executed manually were no longer sustainable and the lack of functional automated solutions for data transfers, data updates, and other functions increased workload at the state and local levels, causing delays in updating and reporting disease data needed for decision-making.
- A new disease surveillance system solution that will:
•    Provide accurate, complete, and timely data for the entire state.
•    Integrate or interoperate with other data systems as appropriate.
•    Be flexible to adapt to changes in disease monitoring and reporting requirements.
•    Leverage advanced technology.
•    Be scalable to adapt to volume changes.
- The State envisions a new disease surveillance system that will eliminate inefficient manual processes and workarounds, expand the State’s disease reporting and surveillance capabilities, and ensure future business continuity by implementing an enhanced disease surveillance solution that will provide the following overall benefits:
•    Ability to efficiently collect, consolidate, and analyze accurate and complete data that may provide local, regional, or statewide views of public health events.
•    Elimination of duplicative systems and inefficient manual processes.
•    A modern system with the flexibility, reliability, and capacity to support extreme high volume and processing demands during critical public health events.
•    Interoperability capabilities with other external systems, including local and state disease surveillance, contact tracing and case management system, to provide consolidated data that allows public health managers to view conditions and perform analyses across geographical boundaries, providing better targeted guidance to specific populations within the state.
•    Implementation of advanced disease surveillance methods and tools, with the appropriate data, which will allow them to identify trends, perform predictive analytics and investigate outbreaks more easily quickly.
•    Ensure department has the ability to define and create the framework and foundation to guide the transformation or development of the operating model of other future systems.
- Provide all design, configuration/development, provide proof of meeting all mandatory requirements, complete limited data migration from legacy surveillance system, implementation services, testing (including unit testing, integration/system/end-to end testing, security testing, white hat testing, penetration testing, performance and stress testing, user acceptance testing support, regression testing), defect management, training and system documentation, and other implementation services for the proposed solution.
