The vendor is required to provide security guard personnel are on site.
- Supervisors will be expected to perform regular post inspections including verification that employees meet state of regulations, contractor's rules and regulations, and appearance and uniform requirements.
- Supervisors are also expected to correct any deficiencies of personnel immediately.
- Employees must be of the highest quality achieved through training, licensing, and screenings.
- Security officer’s minimum pay must be at least eighteen dollars ($18.00) per hour (gross), as determined by certified payroll reports during the initial month of service and when requested by the city.
- Provide copies of background history for any employee that has a conviction for the city's review.
- All services must be of the highest quality and in full compliance with industry standards and all applicable federal, state, and local laws, codes and ordinances.
- Duties of the security officers will be as follows:
1. Hours of coverage
• 5:00pm to 5:00am
2. Communications
• Provide a means of two-way communication between the security officers, vendor’s management, and assigned city staff.
• This communication will consist of nightly observations and incidents, communication with city staff, emails, text messages, and alerts of upcoming events.
• Provide a method of contact for telephone calls and emails for these communications that is common between all officers who serve at the covered site.
• City representatives should have direct means of communication with the security officer on site, to make daily adjustments and help with events as needed.
3. Observations and incidents
• Security officers are expected to maintain a nightly log of all observations and incidents during a shift.
• Logs will be available for review by city staff the morning following each shift.
• The security officer shall become knowledgeable on the city’s facility work order system and have the ability to input services requests and receive and complete service requests that may be assigned to them.
• Observations will include reports of suspicious or questionable activities in and around the patrol areas, reports of issues of interest to city maintenance staff (for example lights out, things broken).
• Incidents will include any problems, especially security-related, confrontations, emails/alarms from the site’s access and security system, or any event requiring law enforcement or other public safety personnel.
• Video monitoring for the city may provide access to a monitoring station that includes video surveillance for city hall and the parking garage.
• The security personnel will be required to familiarize themselves with logging in and viewing the cameras on this system.
• The city will provide this login information and standard operating procedures.
• Emails security for officers may receive and be required to investigate prescribed emails alerting of possible security breaches.
• Security staff should be capable of regular email contact with city staff.
4. Upcoming events
• City staff will keep security officers aware of after-hours meetings and events.
