The vendor is required to provide supply and install cctv camera systems in conjunction with their external facility lighting at its campus (internal cctv cameras were not included but are included in consideration to a go-forward cctv strategy).
- CCTV work was:
• Review existing cctv and lighting conditions at the campus
• Provide recommendations for a go-forward strategy in dealing with legacy technology and video management and to fill gaps in external cctv coverage.
- Video management systems (VMS) platform was deemed to consist of the following:
• One VMS platform which would be deemed as having current day technology
• Another manufacturer who shut down in 2019 and has used re-branded Chinese-made cctv with A lengthy record of cyber security vulnerabilities
• A third manufacturer which is not designed to be an enterprise-level system and also has known ties to re-branded Chinese cctv with cyber security vulnerabilities.
- The video processed on three platforms has other drawbacks:
• Retrieval and analysis of any video collected for investigative (forensic) purposes requires a highly manual-driven process
• It requires multiple licensing contracts, support contracts, and replacement parts (if available) must be procured and installed separately from each other system
• Training of staff is also a separate process across each system as, while each VMS serves a similar function, elements of each different platform can vary significantly.
- CCTV system design and procurement support’ consists of the following elements:
1. Travel to and from the campus, to conduct a site visit encompassing the following activities:
• Walkaround of the campus, focused on areas of interest highlighted from the previous high-level assessment on cctv placements.
• This walkaround would look to generate the following outputs:
o Detailed placement recommendations for each site and mounting methods for the proposed CCTVs
o Recommended technical specifications, per installation, for proposed CCTVs
o Recommendations on communications infrastructure for each placement
• Interview of applicable stakeholders (as required) to validate information gathered above
2. Generate a summary report (this document) – this will provide the following outputs:
• Consolidation of data described above, with visual and annotated descriptions of placements and details on type of cctv to be mounted
• Functional reasoning for placement (this document can be used going forward to assist in supporting the new system)
• Provide recommendations on cctv manufacturers which agency can utilize when seeking integrator responses for this work
• Provide recommendations on video management system (VMS) software manufacturers which agency can utilize when seeking integrator.
3. Procurement support for selection of a proponent to integrate the cctv solution
• Assistance in providing and working with the agency procurement team to deliver an accurate level of detail for proponent.
• Working as subject matter expert (SME) to assist agency procurement team in evaluation of proponent.
• Involvement in scoring process (if deemed necessary by agency).
