The vendor is required to provide water works security system life cycling services for include:
- Access control system design basis
• The access control system shall facilitate controlled access areas within the facility.
• The system shall be compatible with the city’s existing access control system and shall be based on open hardware infrastructure.
• The system shall include proximity readers, electric locks, door alarms, and door contacts located at doors that require controlled access.
• Doors that require only monitoring of open or close status shall be equipped with door contacts and door alarms.
• Access control panels complete with the necessary input or output modules, power supplies and software will be installed in the well houses.
• Remote release functions will be incorporated in the access control system to facilitate remote opening and closing of vehicle and pedestrian gates from the guard station if applicable.
• All card readers and access panels shall support OSDP.
• The access control system in shall be capable of operating as a standalone system.
• The access control system shall integrate with the existing city’s system to facilitate administration of the system including but not limited to credential (access card) management, visitor management, system maintenance, system configuration and reconfiguration.
• The access control system activity log shall be retained for a period of 6 months, then archived to comply with the city’s document retention policy.
- CCTV system design basis
• The cctv system shall be an IP (internet protocol) based cctv system that facilitate live monitoring and recording of video streams from strategically placed IP based cctv video cameras thought the site.
• The cctv camera system will be solar powered wirelessly connected system for remote areas lacking connectivity and power.
• The cctv system video management shall be Lenel or axis depending on the location.
• All buildings shall be equipped with exterior quad sensor cctv cameras on corners for complete exterior coverage.
• NVR’s rating to be decided and revised at the time of installation.
• Each site with more than 5 cctv cameras shall have an independent NVR.
• The pixel density requirements shall be:
o Identification (5px/cm)
o Recognition (1.25px/cm)
o Detection (0.25px/cm).
• CCTV cameras to be equipped with micro-Sd cards for storage failover and redundancy.
• Size of storage card to be decided at the time of installation (512gb currently used).
• Independent NVR for each site if more than 5 cameras.
• CCTV cameras will be strategically located to monitor, record and send alerts for any activity specified to trigger alerts, and at a minimum cover all:
o Entrances and exists to and from the site
o Vehicle and pedestrian entrances and exit to and from the site where applicable.
o Panic buttons and emergency call station locations.
o Site, parking lot, perimeter, specialty areas
o Mechanical, electric rooms and communications rooms
• CCTV cameras shall be strategically located to record the license plates of vehicles that enter and leave a city facility.
• All video streams shall be recorded directly to network video recorders and shall be stored as per the city’s data retention policy.
• The CCTV system shall include cctv client and server software to facilitate authenticated access and viewing of live and recorded video streams from computers on the city’s network.
- CCTV cameras
• CCTV cameras shall be Ip (internet protocol) cameras.
• The city’s approved cctv camera manufacture is axis communications.
• The preferred cctv camera models with compatibility tested are:
o Quad sensor camera - axis p3738-ple
o 360° panoramic camera - axis m4318-plve
o License plate recognition – axis q1700-le
o Parking lots and zoom – axis q1806-le
o Parking lots and wide angle 4k – axis q1798-le
o General varifocal – axis p3265-lve
o General purpose - axis p3268-lve network.
