The vendor required to provide integrated video surveillance and access control system to support designated school locations and municipal buildings.
- System design and specifications
1. Access control system
• Due to the diverse door types throughout town, the security contractor must verify each card reader location onsite to ensure all components are compatible and meet district security standards.
2. New access-controlled doors
• Card reader
• Door hardware
• Request-to-exit (REX) device
• Door position switches
• Power supplies
• All required cabling, pulling, conduit, and programming
3. Existing access-controlled doors
• Where access control systems already exist, contractors are to utilize existing hardware, REX devices, switches, cabling, and conduit where feasible.
• All card readers are required to be replaced with new multi-technology models.
• Any components that cannot be reused must be documented and justified in the town.
4. Standardization requirement
• For enhanced consistency and ease of maintenance, the contractor is required to implement standardized device types throughout the project wherever practicable.
5. Door-by-door evaluation requirements
• Hardware compatibility and necessary modifications
• Cable type, routing, conduit requirements
• Door sensors, rex devices, tamper monitoring
• Exit hardware and compliant locking systems
• Power supply and ups integration
• Operational features (entry, dual access, scheduled unlocks)
6. Video surveillance system
• Video surveillance system selects cameras based on site needs, environment, and field of view to ensure coverage and image clarity throughout the district.
• Surveillance covers student drop-off and pick-up areas, parking lots, entrances, lobbies, hallways, gyms, stairwells, and other monitored locations.
• Provide and install all cameras indicated on the town site plans for future use, including hardware, wiring, power, and network setup.
• Cameras must meet field of view, frame rate, night performance, and environmental ratings.
• All reused surveillance cameras must be fully integrated into the new and upgraded video management system (VMS), including licensing, programming, stream setup, and aligning recording schedules, analytics, and user interfaces with the new platform.
• The video management system software will be installed on a server identified by the town department, with the long-range goal of making this a virtual server.
