The vendor required to provide comprehensive monitoring of life safety and security systems for ensuring the continuous, reliable operation and support of these systems to protect the safety and well-being of students, staff, and school property.
- Comprehensive system monitoring
• Monitor all life safety systems (including but not limited to fire alarm systems, smoke detectors, heat detectors, carbon monoxide detectors, and emergency communication devices) 24 hours a day, 7 days a week, 365 days a year.
• Monitor all security systems (including but not limited to intrusion alarms, surveillance cameras (optional), access control systems, panic buttons (optional), and perimeter alarms (optional), on a continuous, round-the-clock basis.
- Alarm response protocol
• Ensure response times meet or exceed industry standards for both life safety and security alarms.
- Periodic testing and maintenance
• Provide regularly scheduled testing of all monitoring equipment, including at least annual functional testing of all life safety and security components.
• Conduct preventative maintenance to ensure all systems are operational, up-to-date, and in compliance with local, state, and federal safety standards.
• Maintain detailed maintenance records and provide documentation of compliance and testing to school administrators upon request.
- Support and troubleshooting
• Offer technical support and rapid troubleshooting services for any system malfunctions or failures.
• Provide a 24/7 support line for emergency and non-emergency issues related to the monitoring systems.
• Coordinate with school personnel for system upgrades, repairs, or expansions as needed.
- Contract flexibility and system integration timeline
• The contract must be flexible to allow for phased implementation, as each school location may bring systems online at different times during the first contract year.
• Vendors must propose a plan for ensuring that all school sites are fully integrated
• Into the monitoring program by the start of the second contract year.
• Allow for adjustments in the service scope as additional locations or new equipment are added during the contract period.
- Training and documentation
• Provide training for designated school staff on system operation, alarm response, and communication protocols.
• Deliver comprehensive documentation for all systems under monitoring, including user manuals, troubleshooting guides, and contact information for technical support.
- Performance metrics and reporting
• Provide regular reports on system status, incident responses, testing results, and maintenance activities at intervals specified by the school district.
• Participate in periodic review meetings with school officials to assess performance and address any areas for improvement.
- Optional services to be added on at a later date buy district if funding permits
• Provide real-time surveillance and immediate response to all alarms, incidents, and notifications generated by either life safety or security systems.
• Maintain detailed incident logs and deliver regular performance and activity reports to designated school officials.
• Establish and maintain a clear, responsive protocol for addressing all alarms, including escalation procedures, notification of designated contacts, and coordination with emergency services as needed.
