The Vendor is required to provide a security services provider whose employees are trained and licensed by the security services and investigators act to provide unarmed security services at select city facilities.
- Services currently provided include unarmed security services at various City owned facilities in support of City services and / or events.
- Maintain Safety and Protection: maintain a security presence with trained personnel who proactively deter, identify, and respond to security risks, including trespassing, vandalism, theft, and other threats to people and property.
- Ensure Emergency Preparedness and Incident Response: Ensure emergency preparedness and the implementation of a rapid, coordinated, and professional response to emergencies.
- This includes, but is not limited to, medical incidents, behavioral concerns, mental health crises, and environmental hazards.
- Strengthen Access Control and Surveillance: Provide effective monitoring and management of City access, including regularly checking that windows and exit doors are secured, exterior perimeter checks / patrols of buildings, parking lots and park spaces
- Enhance Community Engagement and Customer Service: Foster a supportive and inclusive security culture by ensuring all security personnel are trained in de-escalation, non-violent intervention, mental health awareness, and cultural competency, anti-racism practices, and inclusion of Indigenous ways of knowing, being, doing, and relating.
- Improve Operational Efficiency and Reporting: Utilize technology, daily logs, or other tools to optimize patrols, improve response, identify opportunities, report incidents / concerns, and ensure transparent and timely reporting, including daily logs, weekly security updates, and reviews.
- Support Special Events and Operations: Provide flexible and adaptive security coverage for special events (if required / on an as needed basis), peak activity hours, and seasonal risks, ensuring an increased security presence when needed.
- Providing unarmed security services at various City locations. Security staff assigned to the City must demonstrate professionalism, reliability, and strong interpersonal skills, and have experience engaging with the public, meeting City objectives.
- Update and maintain all required business and worker security services license(s).
- Desk security posts at the Civic Centre.
- Checking interior / exterior windows and doors are secured of various locations.
- On-site security coverage / interior and exterior patrols and walk-arounds.
- Security personnel must use sound judgement to assess the severity of the situation and ensure timely communication to initiate an effective and coordinated response.
- Serve as approachable and knowledgeable ambassadors of the City. May need to offer directions and / or assist staff, residents, and visitors, and model a calm and respectful presence.
- Build relationships with staff across the organization, including Family and Community Support Services, Enforcement Services, Recreation Services and others.
