The Vendor is required to provide for security maintenance and life cycling system.
- Access Control System Design Basis
• The access control system shall facilitate controlled access areas within the facility.
• The system shall be compatible with the city’s existing access control system and shall be based on open hardware infrastructure.
• The system shall include proximity readers, electric locks, door alarms, and door contacts located at doors that require controlled access.
• Doors that require only monitoring of open/close status shall be equipped with door contacts and door alarms.
• Access control panels complete with the necessary input/output modules, power supplies and software will be installed in the well houses.
• Remote release functions will be incorporated in the access control system to facilitate remote opening and closing of vehicle and pedestrian gates from the guard station if applicable.
• All card readers and access panels shall support OSDP.
• The access control system in shall be capable of operating as a standalone system.
• The access control system shall integrate with the existing city’s system to facilitate administration of the system including but not limited to credential (access card) management, visitor management, system maintenance, system configuration and reconfiguration.
• The access control system activity log shall be retained for a period of 6 months, then archived to comply with the city’s document retention policy.
- CCTV System Design Basis
• The CCTV system shall be an IP (Internet Protocol) based CCTV system that facilitate live monitoring and recording of video streams from strategically placed IP based CCTV video cameras thought the site.
• The CCTV camera system will be solar powered wirelessly connected system for remote areas lacking connectivity and power.
• The CCTV system video management shall be Lenel or Axis depending on the location.
• All buildings shall be equipped with exterior quad sensor CCTV cameras on corners for complete exterior coverage.
• CCTV cameras to be equipped with micro SD cards for storage failover/redundancy. Size of storage card to be decided at the time of installation (512GB currently used).
• CCTV Cameras shall be strategically located to record the license plates of vehicles that enter and leave a city facility.
• All video streams shall be recorded directly to Network Video Recorders and shall be stored as per the city’s data retention policy.
• The CCTV System shall include CCTV client/server software to facilitate authenticated access and viewing of live and recorded video streams from computers on the City’s network.
- Doors with Electronic Access
• All doors that need access control system installed shall be equipped with an electric strike, request to exit, magnetic contact and a card reader for entry and all doors with accessibility requirements will have the access control system tied into door opening hardware.
• All cabling must be installed within conduit when it leaves the security Panels, there must be no exposed cabling.
• Access Control Software in use by the city is Lenel.
• All primary entrance doors or primary exit doors shall be equipped with an independent card reader on the inside for anti-pass back.
