The vendor required to provide banknote security paper services for include:
1. Security printing features
• Fine-line banknote intaglio steel-plate printing, one color face to include fine line lathework border.
• Engraving to include latent image letters "v" to the left and "r" to the right, in a positive-negative treatment, to appear only when viewed from a prescribed angle.
• Engraved border shall include agency-specified text on top edge of the border above title line.
• This information shall be incorporated into the intaglio steel plate without exceptions.
• State of seal (cycloid without fine lines) shall be engraved in lower left corner for added security.
• State seal must measure 1¼” in diameter.
• Samples of state orders must be provided to ensure consistency with the state of department.
• Seal in lower right shall be overprinted by the lithographed process for customization (i.e., county or department seal, etc.).
• Lithographic seal of county health officer, county, on the face and in halftone.
• Prismatic undertint in pink-blue-pink pattern.
• Blue intaglio border ink color.
• A line of intaglio micro-printing of words “vital record” repeated to appear as a ruled line when viewed without magnification.
• Visible and invisible fluorescent fibers and threads randomly distributed and instantly detectable under black ultraviolet light.
• Visible fluorescent fibers shall be red and blue and invisible fluorescent fibers shall be yellow.
• overall prismatic undertint to be printed with fluorescent erasure-sensitive oil base ink with “void” featured to deter color copies reproduction and to render evident any attempts to alter by mechanical or chemical means.
• Face text material to be surface printed in black ink.
2. Paper stock and construction
• Single-sheet construction.
• Basic weight: twenty-eight (28) pounds, white-offset paper compatible with intaglio process; paper must be non-fluorescent with no optical brighteners (“dead paper”).
• Paper must contain a genuine multi-tone fourdrinier watermark or flag with agency specified text and artwork (e.g., “official vital record”, state or federal seal, eagle, or flag), visible from both sides.
• Simulated and printed watermarks will not be accepted.
• Paper must incorporate toner-grip technology to expose tampering or print-lifting attempts.
• Samples must be provided showing bald eagle or flag watermark to ensure consistency with current state of department.
• No deviations from this requirement will be permitted.
• Intaglio steel plate printed documents must be acceptable for processing on electrostatic copying equipment and include physical properties to accept and hold the image recorded.
• Printing shall include fine line banknote intaglio steel plate printing in one color and surface printing in fluorescent erasure-sensitive ink.
3. Numbering
• Consecutive 9-digit number with a corresponding 3 of 9 bar code.
• Numbers and bar code to be printed on face of document in black ink above fine line intaglio cycloid medallion in lower left corner.
• Vendor shall guarantee no missing, duplicate, or out-of-sequence numbers.
4. Size
• Form trimmed sheet size shall be eight and a half inches wide by eleven inches long (8.5” x 11”), unless otherwise specified by the agency.
5. Packaging
• Sheets shrink-wrapped in packages of 250 sheets.
• Packed in cartons of 2,000 sheets (two boxes of 1,000 each), not exceeding 40 lbs.
• Cartons must be crush-resistant and sealed with reinforced tape.
• Each carton must be labeled with:
o Contract and purchase order number
o Quantity
o Serial number range (starting and ending numbers)
o Date of production.
