The vendor required to provide as-needed traffic data collection camera systems that include a cellular modem, software required for data extraction, a 5-year warranty, and a 5-year software subscription to be utilized by agency.
- Requirement:
1. Description
• A portable traffic vehicle data collection camera system for collecting traffic volumes, turning movements, speed data, vehicle classification data and pedestrian data.
• Software necessary to download and extract the collected traffic data and deliver via email and cloud base data retrieval.
• the vendor should include all equipment such as mounting kits, junction boxes, processing units, connectors, cables, and any other equipment needed to collect and deliver and retrieve data.
• The device proposed must be under the current manufacture warranty with new components and materials.
• Software enhancements needed to conform to these requirements must be specifically documented, included within the software cost, and become part of the regular software upgrade and maintenance package.
2. Roadside environment
• This system is intended to be used at the roadside, exposed to sun, rain, heat, cold and dust.
• The system must operate in the temperature range from -20 to +50
• The interface shall have sufficient contrast to be usable in bright sunlight conditions.
• It shall be a solid-state electronic device in weatherproof housing, though it is not expected that the system would be deployed or operated in conditions where it would be fully submerged in water.
• Any connectors that must be exposed for battery charging or data transfer should have a weatherproof cover.
• Operating power shall be provided by batteries with capabilities to be recharged.
• The batteries must be sufficient to provide enough power to collect data for a solid 48 hours without charging.
3. Legal
• The system shall ensure that all visual data, including images and video imagery captured by the camera, are permanently purged from all active and backup storage sources.
• Agency accepts either twenty-four (24) hours after recording or immediately following the completion of traffic data processing from the respective video.
4. Data collection
• The system will be used to collect traffic volumes, speed data, FHWA axle based 15-vehicle category classification (see below), turning movement, turning movement by classifications, and pedestrian data.
• Data configuration from this interface must include time or date, location identifier, and GPS coordinates that must be included in the output file.
• The system must be able to be set up and configured by a technician in rural as well as urban locations.
• The system would be compatible with a windows-based operating system and connect to a laptop in the field by a modem.
• The capabilities of submitting the data by a USB device.
• Many locations in state do not have high speed internet connectivity, so data retrieval via an active connection to a cellular network or through a USB connection to the hard drive of the unit is required.
