RFP Description

The vendor required to provide campus security services must be delivered in a professional, reliable, and responsive manner to ensure the safety of students, faculty, staff, and visitors, as well as the protection of state property.
- Security coverage and hours of operation
•    Monday–Thursday: 7:00 am – 10:30 pm
•    Friday: 7:00 am – 11:59 pm
•    Saturday: 12:00 am – 2:00 am and 10:00 am – 11:59 pm
•    Sunday: 12:00 am – 2:00 am and 10:00 am – 8:00 pm
- Patrol and monitoring responsibilities
•    Conduct regular night rounds to ensure all interior and exterior doors are secured, including train state facilities.
•    Perform a minimum of two walkthrough rounds at local off-campus college events as requested.
•    Respond promptly to requests for “safe walk” escorts during scheduled hours.
•    Respond to fire alarm system alerts on campus during scheduled hours.
•    Complete routine inspections of all naloxone stations to ensure availability, functionality, and compliance with safety protocols.
•    Should college implement a parking zone system, it would be added to the contractor’s responsibilities to monitor parking areas to ensure safety, security, and compliance with facility rules, including regular patrols and reporting of unauthorized vehicles or suspicious activity
- Personnel requirements and training
•    Provide armed security personnel who are duly certified to carry firearms and trained in their use, in compliance with applicable laws and regulations. 
•    Contractor’s personnel are required to be armed while performing all job-related activities on campus in compliance with applicable laws and regulations. 
•    Submit a complete list of assigned personnel, including documentation of federal bureau of investigation and criminal investigation background checks, firearm certifications, and training records. 
•    All documentation must be provided before personnel start duties at college campus.
•    Ensure all personnel complete baseline act campus security and sexual violence prevention training as directed by college office of student affairs.
- Equipment and communication
•    Provide a visually marked security vehicle for campus patrols and assume all associated costs for acquisition, maintenance, and insurance.
•    Supply all required uniforms and equipment for security personnel.
•    Monitor and respond to calls on the college -provided security cell phone during scheduled hours.
•    Unlock campus doors each morning prior to class starts times.
- Optional add-on: 
•    Provide an electronic checkpoint system to monitor patrols, with designated checkpoints logged at least once per hour. 
•    Missed check-ins must be documented, and explanations provided upon request.
