The Vendor is required to provide for security services.
- A mobile unit shall be available for alarms for our 27 facilities within the city area and available 24 hours a day, 7 days a week to respond to mobile alarm call outs. The response time to the alarms is to be maintained to an absolute minimum.
- Conduct interior property patrols on foot to check premises and property for security breaches, fire and safety hazards, and to ensure the safety of persons and property;
- Report potential security breaches and safety hazards including the potential for the same;
- Record and secure found property;
- Provide general information to visitors, when asked by visitors to do so. This may include information on parking, hours of operation, orientation and services.
- Physically inspect security posts as required to ensure safety and performance at these security posts;
- Assist police, sheriffs, fire and ambulance personnel as required;
- Complete security incident reports as required;
- Maintain complete written records related to each shift that detail all patrols and activities related to that shift.
- Ensure security guards assigned to provide the Services must be knowledgeable and versed in the following:
• Job limits and authorities;
• Powers of arrest, use of force, search and seizure;
• The types, methods, and principles of patrolling and surveillance;
• Telephone, electronic devices and radio communications;
• Methods of access control;
• Alarm types and functions;
• Fire detection/prevention/safety and basic fire-fighting techniques;
• Report writing and incident recording;
• Drugs and their effects;
• Preservation of a scene of a crime;
• Use and control of flashlights and other related equipment;
• Traffic control;
• Bomb threat and emergency reactive procedures;
• Occupational health and safety
• First aid and CPR;
• Interpersonal skills- dealing with the public and other agencies;
• Public relations and cultural sensitivity training;
• Violence in the workplace;
• Homelessness and mental illness training;
• Personal presentation (i.e., proper dress as described by the employer, cleanliness, etc.)
- Must, at its own expense, provide uniforms for the security guards providing the Services.
- Must retain training documentation for each supervisor and security guard assigned to perform Services. This record will contain all certifications, annotations and training conducted while the individual is assigned to provide Services.
- The location of communication links (telephones, including emergency phones);
- Appropriate keys and access cards; and
- Provide emergency assistance and render first aid as required;
- Maintain complete written records related to each shift that detail all patrols and activities related to that shift.
