RFP Description

The vendor required to provide event specific security services on a needed basis.
- Event-specific security planning
1. Mela festival (approximately 5 times per year from May to November)
•    1000 attendees between 12 p.m. And 5 p.m.
•    5000 attendees between 5 p.m. And 10 p.m.
•    Use supplied site plan.
2. Kabaddi tournament (approximately 3 times per year from July to November)
•    2,000 attendees.
•    Use supplied site plan.
3. Rugby tournament (approximately 3 times per year from May to October)
•    Maximum 400 attendees at one time.
•    Event time: 10 a.m. To 10 p.m.
•    Includes beer gardens.
•    Use supplied site plan.
- Event security plan, the contractor shall provide the following:
1. Staffing, supervision and operations
•    Detailed breakdown of staffing, supervisor ratios, and equipment.
•    Reporting structure and escalation protocols.
•    Entry and exit procedures. 
•    Bag check and pat-down procedures.
•    Identification of value-added options (metal detectors, etc.).
•    Crowd control plan.
•    Dress code for security personnel.
•    Languages spoken by staff.
2. Incident response and emergency procedures
•    Missing or found person
•    First aid – minor incidents
•    First aid – major incidents
•    Evacuation
•    Fight or physical altercation
•    Secure-in-place
•    Intoxicated or impaired individuals
•    Attempt to cause harm with a motor vehicle
•    Natural disaster (storm or earthquake)
•    An act of terrorism
3. First aid provision
•    Cost of first aid services.
•    First aid plan for all event scenarios including minor and major incidents.
•    List of supplied equipment.
•    Escalation and documentation process for medical situations.
4. Coordination and communication
•    Reporting and accountability structure.
•    Designated contact for day-of-event operations.
•    Liaison protocol with department.
•    Liaison protocol with the event organizer.
•    Itemized cost for radios and required communications technology.
•    Cost and plan for incident command center activation.
5. Pre-event and post-event requirements
•    Costs for pre-event and post-event security (mobilization and demobilization).
•    Costs for attending a minimum of two pre-event meetings (for each event scenario).
•    Post-event summary, including issue and resolution log for all incidents. 
•    Post-event summary must
•    Be provided to the city within 3 business days of event.
•    Plan for post-event venue securement, including patron removal and crowd control.
