The vendor required to provide fy26 security camera software for include:
- General system and security:
• Fully cloud-based SaaS solution
• Site must be compatible with most recent version of standard browsers: microsoft edge, google chrome, Mozilla Firefox, and apple safari
• System functions without any modification to existing county owned computers (except aforementioned browser updates)
• System supports multiple levels of configurable security roles for authorized users to assign users to specific role-based access groups, with all changes auditable
• System availability
• System available 24 hours a day, 7 days a week, except for scheduled maintenance
• Customers are notified of scheduled maintenance at least one week in advance
• If scheduled maintenance requires system downtime, customers can request change to schedule
• All system data is backed up at least every 2 hours.
- Cloud storage and recording:
• Recordings are stored in the cloud through industry standard encryption and security
• Storage capacity allows for at minimum 90 days recorded history across all camera recordings
• Ability to configure cameras to record continuously, or through motion activation.
• Ability to adjust motion capture area within camera view
• Ability to configure individual cameras, as needed, to store for a longer period of time (not to exceed one calendar year) while still maintaining minimum 90 days history for all other cameras
• Audit log capability, including record of logins, changes to camera configuration, and access and export of recordings
• Recordings can be selected, copied, clipped, and shared through the following methods:
o File export in a format acceptable for standard evidentiary review (i.e., proprietary software that preserves embedded metadata, authentication, and watermarking)
o File export in a format that can be stored on an external drive for non-evidentiary review with a generic media player
o Secured file sharing to external users via browser viewing, via secured link, ad hoc secured password, etc.
- Access:
• Recordings are available for viewing from a browser through a login secured with 2fa, as well as mobile device compatible (either through an app or through mobile friendly website)
• Role-based security access permissions, ensuring users can be given appropriate limited access including:
o Live view access only
o Live view and export access
o Cameras can be grouped in such a way that users can be assigned to camera groups, and only able to see the cameras within their assigned group
- Interface
• Live viewing of all cameras through a matrix, multi-camera view or dashboard on a video wall or large monitor, to be displayed continuously.
• Camera sequencing to cycle through multiple cameras at configurable intervals is an acceptable limitation.
• App or mobile friendly website interface
• Search functionality through camera history including:
o Limiting to certain date and time ranges
o Limiting to specific cameras
o Ability fast forward and play backwards at multiple speed intervals
o Can “bookmark” or “clip” sections of footage
o Can group or combine multiple camera views into a single “incident” folder, file, or presentation.
• System notifications: ability to set up email notifications for certain security concerns (i.e., camera offline, new user created)
• Ability to interface with a cloud-based access control system, including ability to connect door access events with video footage.
