RFP Description

The Vendor is required to provide two (2) security guards on a continuous basis, twenty-four (24) hours per day, seven (7) days per week, including all holidays with one guard assigned to cover the lobby security desk and the second guard to patrol the site, unless otherwise instructed by site staff management.

•    Contractor shall comply with all labor laws, including the provision of legally required meal breaks and rest breaks, and immigration laws regarding the right to work. 
•    Contractor’s assigned supervisor shall be available on all working days.
- Personnel
•    Identify and provide an organizational chart or description of the team structure proposed to support these services, including the roles and responsibilities of supervisory personnel overseeing the security staff assigned to this site.
•    Implement effective retention strategies such as incentive programs, competitive compensation, recognition initiatives, and other policies or procedures to ensure that key security personnel remain in their positions.
•    These measures shall promote stability and consistency, ensuring that security personnel assigned to this site maintain a high level of performance and familiarity with site specific requirements.
•    Security personnel will be unarmed and must have the ability to safely and effectively resolve emergency situations, including but not limited to threats, violence, and threats of violence, alarms, disturbances, and risks of such activity. 
•    Being fully experienced and capable of providing protective services, security officers assigned to this building must demonstrate:
o    Fluent proficiency in English (both written and verbal) to communicate clearly with staff, residents, visitors, emergency responders, and members of the public. 
o    This requirement is based on business necessity to ensure accurate communication during emergencies, proper documentation of incidents, and effective coordination with staff, law enforcement, and emergency responders.
o    Effective customer service and interpersonal skills for working with a culturally diverse population in a respectful and professional manner.
o    Competency in substance use recognition and response, including identifying signs of impairment and responding appropriately within established protocols.
o    Knowledge of basic public reception services and professional business conduct principles relevant to this assignment.
•    Security officers shall be trained and certified in the use of CPR and first aid.
•    Provide documentation of the security personnel proposed for service no later than 10 days prior to their placement at the property.
•    Replace security personnel within 24 hours when required to do so or at the request of the commission or site staff management.
•    If a security supervisor or security officer does not show up the contractor shall provide immediate coverage of the shift.
•    Security personnel must be registered with the security and investigation services.
•    Provide ongoing security service training with documented policies and procedures to the assigned security officers at least semi-annually and relevant for security services being provided in a multi-floor residential apartment building.
- Duties
•    Perform basic security duties that will add to the physical safety of the residents, property, vendors, and staff.
•    Provide monthly reports regarding incidents in the building and surrounding neighborhoods to the commission’s representatives.
•    Provide daily logs, activity, and incident reports to the commission’s representatives.
•    The assigned security personnel will be required to adhere to post orders that will be prepared for the position by the contractor and approved by the commission. 
•    Property specific post orders shall be drafted and available at the start of service with an update provided every 30 days, as appropriate. 
•    Post orders shall include but are not limited to:
o    Site information
o    Shift details including assigned breaks and lunches
o    Access control
o    Patrol requirements
o    Emergency procedures
o    Incident management
o    Surveillance and alarm response, including CCTV monitoring guidelines
o    Resident interaction and privacy
o    Documentation and reports
- During a shift, security supervisor and officers shall generally accomplish the following:
•    Respond appropriately to emergencies and calls for assistance. 
•    Respond immediately to calls on contractor-provided cell phone and commission-provided two-way radio, at all times during shift. 
•    Respond to all reported safety and security violations. 
•    Provide security stand-by to site staff as needed or requested by the commission representative, site staff, or the service provider. 
•    Provide intercession to quell disturbances as observed. 
•    Shall ensure visitors check in and check out. 
•    Ensure that all trespassers are identified as such and escort them from the property. 
•    Ensure that the exterior is free of sleeping or loitering around the building and property premises. 
•    Observe, investigate, and report suspicious and hazardous conditions to the appropriate law enforcement agency and the commission, property manager and supportive services provider.
