The Vendor is required to provide closed-circuit television surveillance system services for include:
1. Hardware and equipment
• Supply and delivery of all required CCTV cameras and associated mounting hardware.
• Supply and delivery of network video recorders (NVRS) or recording storage devices with adequate storage capacity and capabilities as per retention requirements.
• Supply and delivery of power over Ethernet (POE) switches that meet the power requirements for the associated camera hardware.
• Ability to procure and supply all other necessary accessories for a fully operational system (i.e. Fiber connector modules, IP speaker and strobe, etc.)
• Provide manuals and warranty documentation for all equipment.
• NVRS must be large enough to manage at least two weeks of recordings.
2. Training
• Provide in-person training to division personnel on system operation, monitoring, and troubleshooting.
• Customized training for software and hardware.
• Roles: installers, operators (i.e. Software users).
• Provision of training manuals and guides for staff reference.
• Optional follow-up training sessions for new users or advanced features.
3. Maintenance and support
• Provide warranty period and coverage details.
• Provide technical support on hardware and software detail.
• Provide remote troubleshooting and on-site support details (as required).
• Provide response and resolution time commitments.
4. Software
• Provide license and software keys and documentation.
• Features that use artificial intelligence (AI) must have the ability to be shut off until a privacy impact assessment (PIA) is completed.
• Provide initial assistance with installation and configuration of the video management system (VMS) or equivalent software for live viewing, recording, playback, and remote access.
• VMS software to provide centralized monitoring that incorporates multiple systems and NVRS onto a single interface.
• Provide initial assistance setup of individual user accounts, permissions, and access controls in accordance with agency security policies.
• VMS software should provide a method for external party access to VMS
• VMS software must allow for video records to be extracted and maintained securely without being overwritten.
• Access to software must have an audit - a permanent unchangeable record of who used the software, what they did inside it, and when they did it.
• Access to the recordings and live viewing must be auditable by system administrators.
