Armed and Unarmed Security Services

The Vendor is required to provide comprehensive, professional, and responsive security services to support the protection of critical water infrastructure and district facilities across County, and surrounding areas.
- Provide a combination of armed and unarmed uniformed security services, including fixed-post staffing, mobile patrol services, access control, incident reporting, and as-needed security support. 
- Security coverage will be required on a 24-hour, seven day-a-week basis at designated high-security facilities, as well as on scheduled and random patrol schedules at administrative, operational, treatment, and well-site locations.
- All security personnel shall be properly licensed, trained, and equipped, and shall operate in company issued uniforms and clearly marked vehicles. All services shall be performed in full compliance with applicable federal, state, and local laws; District policies; and approved site-specific procedures, with an emphasis on professionalism, accountability, and communication.
- Provide as-needed security services through negotiated task orders using established hourly rates, allowing agency flexibility to respond to special events, operational changes, or emergent security needs.
- Maintain 24 hour site security at site location.
- Discover and report/detain persons attempting to gain access to the property.
- Prepare and submit reports on accidents, fires, unusual occurrences, and unlawful acts on or near the property.
- Observe and report any unacceptable behavior to the Operations and Maintenance Department
- The guardhouses are fully enclosed with windows, air conditioner, and a restroom. In addition, they contain a desktop computer, landline telephone and workstation desk.
- Random patrols to be performed two (2) times per night (5:00 p.m. — 6:00 a.m.) Monday through Friday
- Prepare a Daily Activity Report (DAR) recording all patrols, incidents, and other pertinent data.
- Contractor personnel must wear a company issued uniform and be in a clearly marked security vehicle with identifying logo while performing these duties.
- This service will be for each day of the year, including holidays.
- An annual allowance of $100,000 has been budgeted for as-needed security services and services.
