The Vendor is required to provide comprehensive, professional, and reliable third-party physical security services for our critical wastewater treatment infrastructure.
- Requirements
1. South gate
• Staffed 24 hours a day, 7 days a week, 365 days per year (24/7/365).
• Security personnel will control physical access into metro facilities.
• Verify that all visitors, employees and contractors provide metro acceptable credentials, license, id, passport or metro issued badges, verifying expiration dates, and authenticity.
• Open and close the gate at appropriate times.
• Give directions to visitors.
• Continuous surveillance of the areas surrounding the south gate.
• Address emergencies.
• Maintain surveillance of metro facilities through the lenel access control system, alarm detection systems and CCTV systems.
• Maintain communications with the mobile vehicle officer (MVO) and other officials as necessary.
• The officer serves as a representative for metro water recovery and will manage high traffic, public-facing interactions.
• Individuals in these positions must be trained and informed of daily operational issues and will maintain a professional presence with a service-oriented demeanor.
• The officer will also perform other duties as assigned.
2. North gate
• Staffed 13 hours a day, Monday through Friday for a total of 65 hours per week.
• The current schedule is 0500-1800.
• Security personnel will control physical access into metro facilities.
• Verify that all visitors, employees and contractors provide metro acceptable credentials, license, id, passport or metro issued badges, verifying expiration dates, and authenticity.
• Open and close the gate at appropriate times.
• Give directions to visitors
• Continuous surveillance of the areas surrounding the north gate.
• Address emergencies.
• Maintain surveillance of metro facilities through the lenel access control system, alarm detection systems and CCTV systems.

• The officer will perform other duties as assigned.
3. Mobile vehicle officer (MVO)
• Provide staff for one officer stationed as a mobile vehicle officer (MVO) on the facility 24/7/365.
• The officer will have duties including but not limited to checking perimeter gates.
• Monitor the perimeter fence line.
• Open and close gates.
• Respond to reported incidents and alarms.
• Provide after-hours checks of doors in buildings and general building access, fire watches, as well as other duties as assigned.
• Will be expected to react quickly to situations at both gates and other sensitive sites of facility.
• Will respond to situations throughout metro property as necessary and directed.
• Individuals in these positions must be trained and informed of daily operational issues and will maintain a professional presence with a service-oriented demeanor.
• Awarded firm is expected to supply a vehicle for the MVO.
4. Program and account manager
• Scheduled to be on-site for 40 hours per week Monday through Sunday.
• Anything over 40 hours a week must be approved by metro prior to working the additional hours.
• Must be available to cover vacant shifts 24/7.
• Required to work multiple evenings or overnight shifts on a monthly basis.
• This will be coordinated by the metro security team.
• Expected to meet with metro personnel to discuss contract administration and overall contract performance and is overall responsible for ensuring the requirements of the contract are met.
• Will meet at least once per month with the metro security manager to discuss overall contract administration.
• Will have responsibility for metro security management informed of all security-related events as they occur.
• Will conduct training or ensure officers are adequately trained, and keep track of training of officers.
• Will ensure that the site supervisor and trainer and officers are available to meet all post order requirements at both facilities.
• Overseeing the actions of the security site supervisor and trainer and officers.
• The program and account manager will ensure that the officers will receive regular and random post checks from the account manager or the security site supervisor and trainer and will be documented in officer’s training records.
